RESOLUTION NO. ___-22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
APPROVING A DROUGHT MANAGEMENT PLAN FOR DIABLO VISTA WATER SYSTEM
WHEREAS, the City Council reviews recommendations regarding the activities of the Diablo Vista Water System (“DVWS”); and
WHEREAS, the DVWS serves untreated canal water for irrigation purposes to 475 homes; and
WHEREAS, the Contra Costa Water District Board passed a Drought Management Ordinance and water rationing program requiring the DVWS to reduce water usage by 15% as of July 1, 2022 or incur penalties; and
WHEREAS, the Diablo Vista Water Board (“Board”) has formulated a Drought Management Plan which provides a water rationing and monitoring program it believes fairly serves the DVWS members; and
WHEREAS, after duly notifying each DVWS member, the Advisory Committee held a public meeting on June 21, 2022; and
WHEREAS, the Diablo Vista Water Advisory Committee has now requested that the Drought Management Plan be approved.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pleasant Hill that it approves the Drought Management Plan as recommended by the Diablo Vista Water Board as follows:
1. Approve the Drought Management Plan to implement a water rationing program that reduces the amount of water available by no more than 15% in order to meet the monthly rationing allocation goal;
2. Authorize the Board to shut down the system when the water consumption exceeds the water allowance as identified in the Drought Management Plan. [Signatures on the Following Page]
