Mayor Harris called a Regular Meeting of the City Council to order at 7:00 PM via teleconference, complete proceedings of which were electronically recorded. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on July 7, 2022, by Deputy City Clerk Juanita Davalos.

Mayor Harris stated that the City Council had adjourned from a closed session and that there was nothing to report.
3. PRESENTATIONS
3.1 Introduction of Education Commissioners Marisa Graves, Ashley McDonald and Jennifer Moore
Vice Mayor Flaherty introduced Marisa Graves, Ashley McDonald, and Jennifer Moore, the new Commissioners of the Education Commission.
3.2 Update on Water Supply, Drought Program, and Conservation Resources - Contra Costa Water District
John Burgh, Contra Costa Water District (CCWD) Director, provided a presentation on CCWD’s water supply and drought conservation programs.
3.3 Update on Water Supply, Conservation, and Investments in Infrastructure - East Bay Municipal Utility District
John Coleman, East Bay Municipal Utility District (EBMUD) Director, provided a presentation on EBMUD’s water supply, conservation programs, and infrastructure investments.
4. CITY MANAGER COMMENTS:
June Catalano, City Manager, reported that:
The grand opening and ribbon cutting for the new Pleasant Hill Library will be held on July 30, 2022 from 10:00 a.m. to 12:00 p.m.;

Applications are available for projects for Community Service Day to be held on September 24, 2022; and
The Community can sign up on the City’s website to receive bi-weekly updates from City Hall.
5. COUNCIL ANNOUNCEMENTS AND REPORTS
5.1 Reports from Councilmembers on Meetings or Conferences Attended at City Expense
(A) Contra Costa Mayors Conference Hosted via Teleconference on July 7, 2022
Mayor Harris noted the event was not at the City’s expense, but he reported his attendance at the Contra Costa Mayors Conference.
Councilmembers Carlson and Noack reported their attendance at the Contra Costa Mayors Conference.
(B) Other Meetings Attended at City Expense
None
5.2 Announcements from Councilmembers
Mayor Harris, Vice Mayor Flaherty, and Councilmembers Carlson and Rinn reported their attendance at the Fourth of July celebrations. The Councilmembers thanked the Fourth of July Commission for a successful event.
Mayor Harris reported his attendance at the Summer Concert by the Lake held on July 10, 2022.
Vice Mayor Flaherty reminded the public that the Blues and Brews Festival will be held on July 15-16, 2022.

7.4 Adopt Resolution No. 55-22 Authorizing the Mayor and the City Manager to Execute a Successor Memorandum of Understanding Between the City of Pleasant Hill and the Pleasant Hill Police Association
7.6 Adopt Resolution No. 57-22 Authorizing the City Manager to Execute an Agreement with Applied Video Solutions, Inc., for the Purchase and Installation of the Openpath Access Control System at the Pleasant Hill Police Department
7.5 Adopt Resolution No. 56-22 Authorizing the City Manager to Execute an Agreement with American Guard Services for the Provision of Crossing Guard Services for the 2022-2023 School Year - Item Pulled from Consent Vice Mayor Flaherty, Councilmember Noack, Pleasant Hill Police Lieutenant Jason Kleven, and City Engineer Ananthan Kanagasundaram discussed sources of payment for school crossing guards and engineering solutions for school zone safety.

8. ADMINISTRATION AND FINANCE
8.1 Adopt Resolution No. 58-22 Approving the City of Pleasant Hill Investment Policy Retroactive to July 1, 2022 and Delegating Investment Authority to the Elected City Treasurer
Andrew Kalinowski, Interim City Treasurer, provided an update on the Pleasant Hill Investment Policy.
Carlos Oblites, Chandler Asset Management, delivered a presentation on the revisions to the City’s investment policy.

9.1 Adopt Resolution No. 59-22 Approving the FY 2022/27 Capital Improvement Plan and Expenditures for FY 2022/23 and FY 2023/24
Ananthan Kanagasundaram, City Engineer, delivered a presentation on the item.

Mayor Harris adjourned the meeting at 9:09 p.m. The next regular meeting will be held on Monday, August 1, 2022, beginning at 7:00 p.m.
