CITY COUNCIL STAFF REPORT
Meeting Date: August 01, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH ADVANCED MOBILITY GROUP TO PREPARE A
LOCAL ROADWAY SAFETY PLAN
SYNOPSIS
This item requests authorization for the City Manager to execute a Professional Services Agreement with Advanced Mobility Group (Consultant) to perform engineering services to prepare a Local Roadway Safety Plan (LRSP). The agreement requires the Consultant to evaluate citywide roadway and collision data, identify potential roadway hazards, develop an action plan to address multi-modal transportation safety needs, priority implementation, and outreach to stakeholders. An LRSP is required for the City to be eligible to apply for current and future Federal, State, and Regional transportation grants.
DISCUSSION
Background
Federal regulations require that the City prepare a Local Road Safety Plan (LRSP) to address roadway safety citywide and to support the Strategic Highway Safety Plan (SHSP) mandate, a statewide approach to improve roadway safety. The SHSP addresses the 4Es of traffic safety:
Engineering, Enforcement, Education, and Emergency Services. LRSP creates a framework to systematically identify and analyze safety problems and recommend safety improvements.
Preparing an LRSP facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need, and supports the statewide plan. LRSP offers a proactive approach to addressing citywide transportation safety needs and demonstrates agency responsiveness to safety challenges. LRSP provides a framework for organizing stakeholders to identify, analyze, and prioritize roadway safety improvements on local and rural roads.
Local Roadway Safety Plan scope of work includes the following: collects citywide roadway and collision data; identifies potential roadway hazards and hot spots; develops an action plan to address multi-modal transportation safety needs; prioritizes implementation; and conducts outreach to stakeholders.
Analysis
On July 1, 2022, staff issued a Request for Proposals to three qualified transportation and civil engineering firms, including TJKM, GHD, and Advanced Mobility Group (AMG). TJKM and AMG submitted a project proposal by the July 8, 2022 deadline.
To select the most qualified firm, staff evaluated each proposal and ranked them based on the following scoring criteria: project understanding, approach, project team qualifications, ability to deliver on time, and use of innovative solutions. The firms were ranked as listed below.
Rank No. 1 AMG Walnut Creek, CA
Rank No. 2 TJKM Pleasanton, CA
Advanced Mobility Group (AMG) demonstrated pertinent project understanding and insight including identification of collision locations, hot spots, high frequency collision street corridors, feasible countermeasures, and strategies. AMG has successfully delivered Local Roadway Safety Plan and safety-related capital improvement projects for local agencies including the cities of Concord, Danville, Hayward, Palo Alto, San Carlos, Rancho Cordova, Perris, and San Mateo County.
AMG’s proposal met all Request for Proposal (RFP) requirements as shown in Exhibit A. AMG’s proposal including scope of services, deliverables, and delivery schedule are complete and acceptable.
FISCAL IMPACT
There is no fiscal impact to the City. Advanced Mobility Group’s fee proposal is $40,000, and as noted in the RFP, the project is funded by the California State Department of Transportation (Caltrans) with an LRSP State Grant amount of $40,000. No local match or City fund contribution is required.

Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
