CITY COUNCIL STAFF REPORT
Meeting Date: August 01, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT WITH SUNNY NEON,
INC. FOR THE PURCHASE AND REPLACEMENT OF LED PANELS
FOR THE LED SIGN AT CITY HALL
SYNOPSIS
The LED sign at City Hall was installed in 2018. Since then, many of the LED panels are no longer under warranty and have started to fail. Staff requests that the City Council authorize the City Manager to execute an agreement for the purchase and replacement of new LED panels for the LED sign at City Hall.
DISCUSSION
Background
The LED sign at City Hall displays information on public meetings, City sponsored community events, and the names of College Park graduates. In addition, the sign also displays important notifications in the event of City emergencies.
Installed in January of 2018, the sign consists of 80 individual panels that combine to create a complete image. Since its installation, ten of the panels have failed. Whenever a panel fails, staff contacts Sunny Neon, Inc. to replace the malfunctioning panel at a cost of approximately $1,200.
The newer panels are brighter than the existing, older panels, so Sunny Neon swaps panels around and groups the newer panels together (on the bottom-right side of the sign) in an attempt to maintain some uniformity in the display. The failure rate of the panels has increased over time.
Analysis
Instead of continuing to replace each individual panel and 1) having to incur service fees each time and 2) having the panels mismatched in their brightness, Staff is recommending to replace all the panels at one time so that the new panels will display a uniform image across the sign and save on any further labor costs. The new LED panels produce a sharper, brighter display and come with a three-year warranty.
FISCAL IMPACT
The cost to replace all the LED panels is $38,984.38, which also includes a three-year warranty.
The Finance Division has confirmed that adequate funds are available to support this project.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
