CITY COUNCIL STAFF REPORT
Meeting Date: August 01, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING A REQUEST TO
THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION
FOR THE ALLOCATION OF 2022 HIGHWAY SAFETY
IMPROVEMENT PROGRAM CYCLE 11 GRANT FUNDS
SYNOPSIS
The purpose of this item is to consider adopting a resolution to authorize the City Engineer to request the allocation of Highway Safety Improvement Program (HSIP) Cycle 11 grant funds.
The City is submitting a grant proposal that includes three capital improvement projects:
1) Gregory Lane Complete Streets Improvement Project for $9,170,000; and 2) Pleasant Hill Road Improvements (Phase V) and Boyd Road/Pleasant Hill Signal Installation Project for a combined $8,713,000. These three projects will improve safety and access for all modes of transportation including bicycles, pedestrians, and vehicles.
DISCUSSION
Background
The Highway Safety Improvement Program (HSIP) is a highly competitive federal-aid program under the United States Code, Title 23, Section 148. Its purpose is to achieve a significant reduction in traffic fatalities and severe injuries on all public roads including city- and countyowned roads. An HSIP Cycle 11 call-for-project was announced on May 9, 2022, for the Fiscal Year 2022-2023. HSIP grants fund project design and construction phases. The grant proposal submittal deadline is September 12, 2022, and HSIP will select projects and award funding based on the ranking of benefit-cost ratios. Grant recipients must construct awarded projects by June 30, 2026.
Although the maximum HSIP funding available to the City of Pleasant Hill is $10 million, the City is allowed to submit a grant proposal including multiple projects with a total fund request exceeding $10 million. If all projects were selected, HSIP would award to the City the highest ranked project, then the next highest ranked project, and so on until the total fund amount awarded reaches the $10 million cap.
Analysis
The Gregory Lane Complete Streets Improvement Project is an unfunded capital improvement project, as descibed in the recently adopted 2022-2027 Capital Improvement Program (CIP) Budget. The project limits are Pleasant Hill Road and Contra Costa Boulevard. The scope of work includes bicycle and pedestrian safety and access improvements, the addition of on-street parking, and pavement repairs.
The Pleasant Hill Road Improvements Project (Phase V) and the Boyd Road/Pleasant Hill Signal Installation Project are also identified as unfunded capital improvement projects in the recently adopted 2022-2027 Capital Improvement Program (CIP) Budget. For the purpose of the grant proposal, these two projects on Pleasant Hill Road are combined as a single project. The project limits are Boyd Road and Gregory Lane. The scope of work includes bicycle and pedestrian safety and access improvements, the addition of on-street parking, pavement repairs, a traffic signal, ADA curb ramps, new left-turn pockets, and pavement re-striping.
FISCAL IMPACT
The grant proposal includes two projects: the Gregory Lane Project and the combined Pleasant Hill Road and Boyd Road projects, which are estimated at $9,170,000 and $8,713,000, respectively. Their required local matching funds are $917,000 and $871,300, respectively, which represent 10% of the grant amounts. Due to the maximum $10 million cap per agency, as described above, the Highway Safety Improvement Program will fund only one of the two projects. Should neither project be awarded an HSIP grant, the City will need to identify other funding opportunities.

Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
