Meeting Date: August 01, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING A FIRST
AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR
DESIGN SERVICES WITH RUGGERI-JENSEN-AZAR FOR THE
DIABLO VISTA WATER SYSTEM 12” MAIN REPLACEMENT PHASE
II PROJECT
SYNOPSIS
Authorizing the City Manager to execute a first amendment to the Professional Services Agreement with Ruggeri-Jensen-Azar (RJA) to complete the project design for the Diablo Vista Water System (DVWS) 12” Main Replacement, Phase II Project.
DISCUSSION
Background
The City of Pleasant Hill (City) operates a non-potable water system, the Diablo Vista Water System (DVWS), which supplies irrigation water to approximately 475 homes within the City.
Water is supplied to the DVWS by the Diablo Vista Pump Station (DVPS), which draws water from an untreated canal operated by Contra Costa Water District (CCWD). The existing 12" water main has begun to leak and fail, and replacement of the piping is needed to continue to provide reliable service to the water system.
On February 7, 2017, the City Council authorized the City Manager to execute a Professional Services Agreement with RJA in the amount of $197,521 for professional design services for the 2017 Storm Drain Facility and Water Line Improvement Projects, a portion of which included the design for the DVWS 12” Water Main Replacement Project. Due to budget concerns; needed Contra Costa Water District and East Bay Regional Park permits; as well as the acquisition of a necessary easement through private property, the project was broken into two phases. Phase I, completed in 2018, replaced approximately 1,200 linear feet of 12" pipe in the public right-of-way along Stevenson Drive, Marvin Drive and Oakvue Road. Phase II, currently under design, will remove and replace approximately 700 linear feet of 12" water main from the DVPS (located on the Contra Costa Canal) to Stevenson Drive, and from Oakvue Road to Roberta Drive (through private property) including all valves, laterals and necessary appurtenances. Staff has obtained the necessary easements from the affected property owners at 83 Roberta Drive, however physical constraints located in the easement area will require a design change to complete the pipe installation. The DVWS Advisory Committee approved the additional design costs at their June 2022 meeting, and the project was also approved as part of the FY2022/2027 Capital Improvement Program.
Analysis
The original Phase II design called for the “open cut” method of removing and replacing the existing 12” water main. Staff inspections of the new pipeline alignment revealed several physical construction constraints along the easements through the private properties located on 310 Oakvue Road and 83 Roberta Drive, making the “open cut” method not viable. Staff has determined that a “pipe burst” method of constructing the new water main will be more cost effective and still provide a quality result for the system. This design change, along with the increase in overall costs since the project design began in 2017 has resulted in an increase in costs to complete the Phase II design.
Staff has reviewed RJA’s additional cost proposal in the amount of $76,400 for final design services for the DVWS 12” Main Replacement, Phase II project. Given the amount of additional work needed to revise and complete the design, and the increase in overall costs since the project began, staff believes RJA’s proposal is reasonable and will fully satisfy the City’s needs.
FISCAL IMPACT
RJA’s additional proposal in the amount of $76,400 for the final design services will be funded with Fund 82 monies. The Finance Department has confirmed that these funds are available.
