CITY COUNCIL STAFF REPORT
Meeting Date: August 01, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING A REQUEST TO THE U.S. DEPARTMENT OF TRANSPORTATION FOR THE
ALLOCATION OF 2022 SAFE STREETS AND ROADS FOR ALL GRANT

PROGRAM FUNDS

SYNOPSIS
The purpose of this item is to consider adopting a resolution to authorize the City Engineer to submit a request for the allocation of Safe Streets and Roads for All (SS4A) Grant Program funds. The proposal would fund a Comprehensive Safety Action Plan. The Action Plan sets goals, creates a framework to reduce roadway fatalities and severe injuries, addresses policy and equity issues, engages stakeholders, and prioritizes projects and strategies.

DISCUSSION
Background
The Safe Streets and Roads for All (SS4A) Grant Program is a U.S. Department of Transportation (USDOT) federal-aid program created by Section 24112 of the H.R. 3684 The Infrastructure Investment and Jobs Act, is also referred to as the Bipartisan Infrastructure Law. It is a discretionary grant program that appropriates $1 billion each year to USDOT for the next five years. The SS4A program supports the USDOT National Roadway Safety Strategy and its goals of zero deaths and severe injuries on our nation’s roadways.

An SS4A call-for-project was announced on May 16, 2022, for the Fiscal Year 2022-2023. The grant proposal submittal deadline is September 15, 2022. SS4A has two components, namely Action Plan Grant and Implementation Grants. The City of Pleasant Hill is eligible to request funds from the Action Plan Grant component to prepare a Comprehensive Safety Action Plan.

Upon completing the Action Plan, the City will be eligible to pursue the Implementation Grant component of SS4A in the future.

Analysis
The Comprehensive Safety Action Plan’s scope of work includes goal setting, planning, safety analysis, conceptual plan, preliminary engineering, stakeholder engagement and collaboration, and development of projects and strategies. Interventions can be infrastructure, behavioral, and/or operational safety.

FISCAL IMPACT
The Comprehensive Safety Action Plan’s cost is estimated at $200,000. The required local matching fund is $40,000, which represents 20% of the grant amount.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Staff recommends adopting the proposed resolution to authorize the City Engineer to submit a request for the allocation of SS4A grant funds.

ALTERNATIVES TO RECOMMENDED ACTION
If the City Council chooses not to adopt the proposed Resolution, an Action Plan will not be available and the City will be ineligible to pursue the Implementation Grant component of SS4A in the future.
