CITY COUNCIL STAFF REPORT
Meeting Date: September 12, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY
MANAGER TO EXECUTE A FIRST AMENDMENT TO THE
PROFESSIONAL SERVICES AGREEMENT WITH LCC ENGINEERING
AND SURVEYING, INC. FOR ENGINEERING SERVICES FOR THE FY 2018/2020 MEASURE K PEDESTRIAN AND BICYCLE PROGRAM
SYNOPSIS
The purpose of this item is to request authorization for the City Manager to execute a first amendment to the Professional Services Agreement (Agreement) with LCC Engineering and Surveying, Inc. (LCC) to perform additional engineering design services for the FY 2018/2020 Measure K Pedestrian and Bicycle Program for the Taylor Boulevard - Civic Drive Intersection and Pathway Improvement Project (Project). The Project will provide for public roadway infrastructure improvements on Taylor Boulevard between Civic Drive and Ruth Drive.
DISCUSSION
Background
On May 20, 2019, the City Council authorized the City Manager to execute a Professional Services Agreement in the amount of $212,300 (including contingencies) with LCC for engineering design services to improve pedestrian and bicycle access on Pleasant Hill Road (between Pleasant View Drive and Cumberland Drive), and on Taylor Boulevard (between Ruth Drive and Civic Drive). Staff presented preliminary plans to the Traffic Safety Commission (TSC) on two separate occasions. TSC and the Pleasant Hill Police Department (PHPD) representatives proposed changes to turning lane and sidewalk configurations. In order to analyze these recommended layouts and complete the design of the Taylor Boulevard portion of the Agreement, additional traffic modeling, surveying, and engineering analysis, which was not included in the original scope of work, is required.
The proposed project is part of the approved five-year project list for the City's Measure K Pedestrian and Bicycle Improvement Program. The Project scope includes the installation of a new traffic signal, ADA curb ramps, sidewalk between the intersection of Taylor/Civic and Sanko Road, and an asphalt concrete pathway between Civic Drive and Ruth Drive. When complete, the project will provide a continuous path of travel for residents living along the residential neighborhoods along Lucille Lane to walk or bike to the adjacent Valley View Middle School, College Park High School, Diablo Valley College, City Police Department, Community Center, YMCA, and other office buildings on the north side of Taylor Boulevard. The Project is identified in the FY 2022-2027 Capital Improvement Plan (CIP) as Project No. MK-3B, and is funded through Measure K, TDA (Transportation Development Act) Grant, and Traffic Mitigation (Fund 06).
Analysis
LCC, and their sub-consultants, will perform additional tasks that were not included in the original scope of work. The additional scope of services is as follows:
Task 1: Traffic Report, Plan Updates and Potholing for Signals The original traffic data was collected during the commute peak PM period, instead of the school peak PM period. LCC shall collect new vehicle, pedestrian and bicycle counts during school PM peak hours; evaluate change in circulation patterns and queue lengths; re-run traffic model; update plans; and pothole proposed signal locations.
Task 2: Surveying & Mapping the East Side of Civic Drive (Taylor Boulevard to Sanko Road) Consideration of relocating the proposed sidewalk from the west side of Civic Drive, where the steeper grade requires a retaining wall, to the east side, which is flat, requires an additional field survey that was not collected previously. LCC shall perform additional topographic mapping services.
Task 3: Civic Drive Study
As part of this study, LCC will consider the pros and cons of relocating the proposed sidewalk from the west side of Civic Drive to the east side; the increased cost of widening the proposed sidewalk; and the impact to the median if a wider sidewalk is constructed. LCC shall evaluate several options as part of this study for the City’s consideration.
Task 4: Taylor Boulevard and Civic Drive Intersection Study LCC shall modify the project plans based on new traffic data and alternative studies.
Modifications may include relocating the sidewalk, crosswalks, poles, signal cabinets, and traffic striping.
Tasks 5, 6 & 7 – Concept Review Meetings, 95% PS&E and 100% PS&E LCC shall re-submit plans, specifications, and estimate with modifications and additional sheets; and attend additional coordination meetings.
LCC proposes to perform these additional tasks for $55,000. A contingency of $5,000 brings the total cost of this amendment to $60,000. Staff has worked with LCC and its sub-consultants to narrow the scope of work for these additional tasks, and believes that the cost is reasonable and will satisfy the City’s needs.
FISCAL IMPACT
The total cost of LCC’s agreement is as follows:
Original Design Contract $193,000
Contingency (10%) $ 19,300
Additional Services #1 $ 60,000
Total $272,300
There are sufficient design funds ($312,300) allocated in the 2022-2027 CIP for LCC’s contract.
The Finance Division has confirmed that these funds are available.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
