TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH PARK ENGINEERING FOR MATERIALS
TESTING AND CONSTRUCTION INSPECTION SERVICES FOR THE
2022 STREET RESURFACING PROJECT NO. PSC-01-22
SYNOPSIS
This item will consider authorizing the City Manager to execute a Professional Services Agreement with Park Engineering to perform materials testing and construction inspection services for the 2022 Street Resurfacing Project No. PSC-01-22. The project provides a pavement resurfacing treatment of selected arterial, collector and residential streets within the City.
DISCUSSION
Background
The 2022 Street Resurfacing Project No. PSC-01-22 is part of the City’s Street Resurfacing Program and is identified in the approved Capital Improvement Plan FY 2022 – 2027 (CIP). This year’s street resurfacing project scope consists of preparing the streets by repairing pavement failures (potholes) and crack sealing (residential), Full Depth Reclamation (arterial/collector), ADA curb ramp installation and limited concrete curb and gutter replacement on the project streets. A final pavement resurface treatment will be applied to all selected arterial/collector and residential streets.
The streets to be resurfaced are scheduled for resurfacing as part of our Pavement Management System and best utilize the available Street Resurfacing Program funds. The streets identified will cover approximately 1,258,772 square feet of new roadway treatments and include two residential neighborhoods and two arterial/collector streets.
Analysis
Staff issued a Request for Proposals (RFP) on August 12, 2022, to three qualified civil engineering firms: Pavement Engineering, Inc.; Park Engineering; and Pakpour Consulting Group, Inc. In response, only Park Engineering and Pakpour Consulting Group, Inc. submitted project proposals for the City’s consideration by the August 26, 2022 deadline.
In order to obtain the most qualified firm for this project, staff reviewed each proposal and conducted oral interviews with each firm. The two firms were ranked as follows:
1. Park Engineering Orinda, CA
2. Pakpour Consulting Group, Inc. Pleasanton, CA
Park Engineering was ranked higher based on the following evaluation criteria: qualification of the project team and members, project understanding, and ability to meet the project schedule.
The Park Enginnering team has previously completed a number of similar construction inspection and materials testing projects in the Bay Area, including the City of Pleasant Hill’s Pleasant Hill Road Improvement Project, Phase 2, and staff believes that they have the expertise and professional competency that will result in a successful project delivery within the project schedule and budget.
FISCAL IMPACT
Park Engineering’s proposal is in the amount of $35,000. The proposal is complete and acceptable considering the scope of the construction inspection and materials testing services of the project. It is reasonable to include a contingency of $5,000, bringing the total inspection and testing cost to $40,000. These costs are to be funded using Street Resurfacing Program funds.
The Finance Division has confirmed that these funds are available.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
