Proposal for Additional Civil Design Services
Dear Diedre,
LCC Engineering & Surveying, Inc. (LCC) is pleased to provide this proposal for additional surveying and civil engineering design services for the above referenced project.
Based on our recent meetings reviewing the City's 95% comments (summarized in the attached Comments Matrix and Memorandum by Philip Ho dated March 24, 2022) and subsequent emails and phone conversations which omit or modify some of the comments, the following is our understanding of the services required to address the City's comments.
PROJECT BACKGROUND
LCC together with Kimley-Horn as a traffic sub-consultant (LCC Team) has prepared 95% Plans, Specifications and Estimates for the Taylor Boulevard and Civic Drive Intersection Improvement Project (Project). These plans include installing a new concrete sidewalk on the west side of Civic Drive along with new concrete ramps, signals, and striping at the intersection of Taylor Boulevard.
The work includes removing and installing new curb and gutter 5' to the east of the existing curb and gutter and related conform grading and paving.
The City has provided comments on the 95% Plans, Specifications and Estimates which are summarized in the attached Comments Matrix (Matrix) and Memorandum by Philip Ho dated March 24 (City's Memorandum). LCC Team has reviewed all of the comments with the City some of which have now been omitted and/or edited. LCC will provide updated Plans, Specifications and Estimates based on the comments and subsequent conversations. A few of the comments require work beyond the original scope of work under the existing Design Contract between the City and the LCC Team, which are summarized below:
• Updated Traffic Analysis and Report per City's Memorandum • Preparation of six conceptual designs and estimates for sidewalk placement and lane reconfiguration on Civic Drive (from Taylor Boulevard to Civic Drive). 930 Estudillo Street • Placement of crosswalk and curb ramps at the Taylor Boulevard and Civic Drive Martinez, California Intersection.

RECEIVED City of Pleasant Hill
Taylor Boulevard and Civic Drive Intersection Improvements JUN 2 9 2022 Proposal for Additional Civil Design Services Engineering Division City of Pleasant Hill June 28, 2022
Some design challenges include:
1. Private landscape improvements are within City's ROW on the west side.
2. Existing PG&E and Communications facilities on west side.
3. There is an existing slope on east side.
4. Excessive queuing described by City during 2 to 4 pm peak period.
5. Additional survey is needed on east side.
Following is a more detailed description of LCC's scope of services for this project.
SCOPE OF WORK FOR BASIC SERVICES
TASK 1 - TRAFFIC REPORT, PLAN UPDATES AND POTHOLING FOR SIGNALS LCC's subconsultant, Kimley-Horn will perform a new traffic study at the intersections of Taylor Boulevard with Civic Drive and Sanko Road with Civic Drive, provide a Memorandum with traffic recommendations as well as revised 95% PS&E per comments 1 through 7 of the City's Memorandum. See attached for Kimley-Horn's detailed Scope of Services.
TASK 2 - SURVEY & MAPPING FOR EAST SIDE OF CIVIC DRIVE (FROM TAYLOR BOULEVARD TO
SANKO ROAD)
A detailed survey of the east side of Civic Drive (from Taylor Boulevard to Sanko Road) will be conducted. The width of mapping will be approximately 40' wide including the existing center lane of northbound traffic, concrete curb, and top of slope. Survey cross sections will be taken at every 35', or as needed at significant changes of alignment, or materials. The survey will extend to the median and northeast curb return at Sanko Road, including existing crosswalks and curb ramps.
The survey mapping will include locating major topographic features horizontally and vertically such as curbs, gutters, sidewalks, pathways, flatwork, poles, signs, lights, trees, striping, ramps, walls, steps, landscaping, driveways, private walkways, grade breaks, utility boxes, utility markings (if present), rims and inverts of storm drain and sanitary sewer manholes and cleanouts, grates and inverts of inlets, other above ground utility facilities within the survey limits.
LCC will incorporate the data with the mapping performed for Taylor Boulevard / Civic Drive Intersection Improvement Project, City Project No. 01-22.
TASK 3 - CIVIC DRIVE STUDY
LCC will develop the six conceptual alternative plans with estimates as outlined in comments 29 through 34 of the City's Memorandum also described below. The purpose of these concepts will be to provide a preliminary estimate and review pro's and con's of each alternative.

RE: Engineering Design Services for the Taylor Boulevard Sidewalk Project- Request for Additional Services
Kimley-Hor is currently working with LCC Engineering & Survey, Inc. (LCC) and the City of Pleasant Hill (City) to provide engineering design services for the Taylor Boulevard Sidewalk Project. The goal of the project is to improve pedestrian and bicycle access and safety at two locations in the City.
As part of this project, Kimley-Horn is providing services to design a new traffic signal and associated striping improvements at the intersection of Taylor Boulevard and Civic Drive. To date, Kimley-Horn has submitted 95% plans, estimate, and specifications.
At this stage, the City has provided comments on the 95% submittal and has expressed a desire to proceed with an alternative design scope. Kimley-Horn provided a draft amendment to the City on April 15, 2022 and received comments clarifying the alternative scope from the City. The following summarizes the additional effort outside Kimley-Horn's original scope of work:
• Collecting new turning movement counts including vehicles, pedestrians, and bicycles from 2PM-6PM at Taylor Boulevard at Civic Drive and Civic Drive at Civic Drive (approximately 280' north of Taylor Boulevard at Civic Drive).
Traffic Analysis to study queuing impacts during the AM and Afternoon School peaks at Taylor Boulevard at Civic Drive under the following scenarios:
• Existing (Year 2022) (No signal)
• Existing (Year 2022) Plus Project (New signal)
A memorandum will summarize the 95 percentile eastbound left (EBL) turn queuing at the intersection of Taylor Boulevard and Civic Drive Determine EBL turn lane storage length requirements at Taylor Boulevard and Civic Drive. Queue lengths for all other movements will not be included. In addition, intersection level of service (LOS) or delays for other movements will not be included.
• 2022 volumes to be obtained by the following:
• AM peak hour: Apply a 6% growth factor to the 2019 AM volumes • School PM peak hour: Compare 2022 and 2019 commute PM volumes and calculate adjustment factors by movement. Adjustment factors to be applied to 2022 afternoon school peak volumes to obtain 2019 afternoon school peak volumes. Apply a 6% growth factor to the calculated 2019 afternoon school peak volumes. • One field visit to the project vicinity during the Afternoon School peak period to observe existing traffic conditions and to review site conditions to confirm if anything has changed since the previous site visit in 2019
• Traffic Signal redesign to address City comments including relocating cabinets and using different signal poles
• Update cost estimate and Special Provisions
• 95% (Revised) PS&E
