RESOLUTION NO. ____-22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL AWARDING A CONSTRUCTION CONTRACT FOR THE 2022 STREET RESURFACING PROJECT NO. PSC-01-22 AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSTRUCTION CONTRACT WITH MCK SERVICES, INC.
WHEREAS, the City has adopted the FY 2022 – 2027 Capital Improvement Plan, which includes the Street Resurfacing Program as a funded project; and WHEREAS, the 2022 Street Resurfacing Project No. PSC-01-22 provides for the repair of asphalt failure, crack sealing, ADA curb ramp installation, limited curb, gutter and valley gutter replacement, Full Depth Reclamation, asphalt concrete overlay, monument preservation and final striping in two residential neighborhoods and two arterial/collector streets within the City of Pleasant Hill; and
WHEREAS, the 2022 Street Resurfacing Project No. PSC-01-22 is categorically exempt from environmental review under the California Environmental Quality Act pursuant to California Code of Regulations Title 14, Chapter 3, Section 15301 as a Class 1 categorical exemption (operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination), and Section 15302 as a Class 2 categorical exemption (replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced such as the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity); and WHEREAS, on August 31, 2022, at 2:00 p.m., the Maintenance staff publicly opened and examined the sealed bids for the 2022 Street Resurfacing Project No. PSC-01-22; and WHEREAS, the Maintenance Superintendent has determined that MCK Services, Inc. is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
1. The MCK Services, Inc. base bid of $4,437,305 is found to be the lowest responsive, responsible bid and is accepted by the City Council at the unit prices set forth in the bid.
This bid is on file in the Maintenance Division and incorporated herein by this reference as though set forth in full.
2. Additional contingency funds in the amount of $150,000 are also authorized by the City Council at the unit prices set forth in MCK Services, Inc. bid.
3. An allocation of an additional $205,000 in available Measure K funds is authorized by the City Council towards the project construction.
4. The City Manager is authorized to execute a contract with MCK Services, Inc. (Exhibit 1) for the 2022 Street Resurfacing Project No. PSC-01-22.
