RESOLUTION NO. -22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE
PROGRAM SUPPLEMENT AGREEMENT NO. 00000A074
FOR THE 2022 LOCAL ROADWAY SAFETY PLAN
WHEREAS, the State of California, Department of Transportation (Caltrans) requires the City of Pleasant Hill to prepare a Local Road Safety Plan (LRSP) in order to be eligible to pursue current and future Federal, State, and Regional grants; and WHEREAS, the City is eligible to receive State funds for Local Roadway Safety Plan, and a Program Supplement Agreement is required to be executed with Caltrans before said funds could be claimed; and
WHEREAS, the City is required to execute Caltrans Program Supplement Agreement (PSA) No. 00000A074 for the 2022 Local Roadway Safety Plan. A PSA is a project-specific agreement that formalizes the financial responsibilities and provisions. A PSA identifies the type and amount of State and local funds used to finance the project and is the contractual basis for Caltrans to reimburse the City for work done. It includes project-specific provisions and defines the City’s responsibilities in project execution. Caltrans will reimburse the City contingent on an executed PSA for LRSP; and
WHEREAS, since the Program Supplement Agreement is administrative, staff recommends that the City Council authorizes the City Manager to execute the Program Supplement Agreement and any amendments thereto with no further Council actions. It will streamline the grant administration and accounting process, and allow the City to receive reimbursement in a timely manner.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
The City Council hereby authorizes the City Manager to execute Program Supplement Agreement No. 00000A074 for the 2022 Local Roadway Safety Plan and any amendments thereto with no further Council actions.
