RESOLUTION NO. -22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE
STATE MASTER AGREEMENT NO. 04-5375S21 FOR STATE-FUNDED PROJECTS WHEREAS, the City is eligible to administer State-funded projects, and a State Master Agreement for State-Funded Projects is required to be executed with Caltrans before the City can administer such projects; and
WHEREAS, the City is required to execute Caltrans State Master Agreement (SMA) No. 04-5375S21 for State-Funded Projects. An SMA defines the general terms and conditions that the City must meet. It includes all phases of project execution including administration, financing, contracting, implementation, maintenance, compliance, and reporting; and WHEREAS, the State Master Agreement No. 04-5375S21 supersedes the prior State Master Agreement No. 04-000373 which was executed on June 7, 1999. It is Caltrans policy to require local agencies to update to a new State Master Agreement after a few years; and WHEREAS, since the State Master Agreement is administrative in nature, staff recommends that the City Council authorize the City Manager to execute the State Master Agreement with no further Council actions. This will streamline the grant administration and accounting process, and allow the City to administer State-funded projects without delay.
WHEREAS, since the Program Supplement Agreement is administrative, staff recommends that the City Council authorizes the City Manager to execute the Program Supplement Agreement and any amendments thereto with no further Council actions. It will streamline the grant administration process, and allow the City to expedite State-funded projects.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
The City Council hereby authorizes the City Manager to execute Program Supplement Agreement No. 00000A074 for the 2022 Local Roadway Safety Plan (LRSP) and any amendments thereto with no further Council actions.
