5. MEASURE J LINE 20A FUNDS PROGRAM – FY 2022/2023 AND FY 2023/2024 PROGRAMMING CYCLE.
Mr. Todd provided an overview of the Measure J Line 20a program and fund estimates. Mr.
Todd also noted about $60,000 in rollover funding from the George Miller Center, County Connection Midday Free Rides program and the GoGo Concord program. He noted that the TRANSPAC TAC had an in-depth discussion on the following topics requested by the Board for review: funding history, Accessible Transportation Strategic Plan (ATSP) participation and coordination efforts, Equity Priority Community (EPC) service and definition, agency budgets and local matching funds, and costs per passenger trip in comparison to LINK paratransit. Mr.
Todd also reviewed the financial projections for Measure J and noted that the projections show an increase in funding for the program over the next two years.
Commissioner Mitchoff noted concerns about decreased funding for programs have been funded in the past year. Commissioner Noack commented that the legacy consideration was intended to include programs that have been funded long-term.
Commissioner Noack offered support for Scenario 4 and commented that she would like to exclude the Equity Priority criteria given that they are narrow geographic areas and that most programs provide some service to EPC communities either directly or indirectly.
Commissioner McGallian clarified if agencies would be able to operate with reduced funding.
Mr. Todd noted that only one program commented that they could not operate if not fully funded. Commissioner McGallian reiterated his concerns that more programs could work collaboratively. Mr. Todd commented that the cities of Concord and Walnut Creek are talking and looking at efficient ways to run their programs in the future.
Commissioner Cloven commented that he appreciated the effort made by staff to analyze the programs and prepare the various funding scenarios.
On motion by Commissioner Noack seconded by Commissioner Haskew to approve funding Scenario 4 of the Draft Measure J Line 20a Funds Program for FY 2022/2023 and FY 2023/2024 at 1.271 million, by unanimous vote of the members present. (Haskew, Cloven, Mitchoff, Noack, Ross, McGallian).

7. DRAFT CONTRA COSTA PEDESTRIAN NEEDS ASSESSMENT FOR LOCAL AGENCY IMPLEMENTATION.
John Hoang introduced the item and noted that the Pedestrian Needs Assessment (PNA) document is a follow-up to the effort of the Countywide Bicycle and Pedestrian Plan, as well as the Vision Zero document that CCTA recently adopted last year. The PNA evaluates the pedestrian infrastructure within Contra Costa with the goal of revealing where the pedestrian facilities gaps are as well as estimating investment needs and facility improvements costs and to assist jurisdictions in prioritizing projects.
Terrance Zhao provided a presentation on the Draft PNA. Commissioner McGallian asked if funding has been identified for specific improvement projects or if the projects are conceptual.
Mr. Zhao commented that the PNA does not come with a list of locations for potential projects but rather the estimates are at the inventory level.
