CITY COUNCIL STAFF REPORT
Meeting Date: October 03, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY
MANAGER TO AMEND THE TITLE AND RATE OF PAY FOR THE
CITY CLERK/RECORDER JOB CLASSIFICATION
SYNOPSIS
Adoption of the proposed resolution would authorize the City Manager to amend the title of the job classification City Clerk/Recorder to Clerk Recorder, increase the hourly rate of pay by five dollars per hour and amend the salary schedule accordingly.
DISCUSSION
Background
The City is continuously seeking ways to better manage operations and clarify roles. With the help of classification and compensation experts from the Human Resources consulting firm Koff & Associates (K&A), staff looked closely at the administrative functions in the City Manager’s office and the City Clerk function and created a new classification Principal Management Analyst/City Clerk in 2021. Staff is now seeking Council’s authorization to amend the title of the classification City Clerk/Recorder to simply Clerk Recorder, to minimize confusion and provide clarity to the public and staff about roles.
The City Clerk/Recorder classification was changed from an elected position to an appointed position in 2016 in the municipal code, and the rate of pay was established at that time and has not been adjusted in the last six years. In addition to the amended title, the proposed resolution includes language to amend the current rate of pay and increase it by five dollars per hour (10 percent).
DISCUSSION
Analysis
The proposed change will have minimal fiscal impact on the General Fund, and the proposed changes will not impact the full time employee (FTE) count in the budget. However, the proposed changes will provide needed clarity and an equitable rate change. If approved, the classification title Clerk Recorder will replace the City Clerk/Recorder in the budget, and City Clerk/Recorder classification will be eliminated. If approved, the City will immediately amend the classification title and rate of pay retroactively to the beginning of the fiscal year (i.e., July 1, 2022).
FISCAL IMPACT
The adoption of the proposed resolution will have a de minimis fiscal impact given the limited hours and benefits provided this classification.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Library, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page and are available.
RECOMMENDED CITY COUNCIL ACTION
Staff recommends that the City Council adopt the proposed resolution, which authorizes the City Manager to amend the classification title from City Clerk/Recorder to Clerk Recorder, increase the hourly rate of pay by five dollars per hour, and amend the salary schedule accordingly.
ALTERNATIVES TO RECOMMENDED ACTION
The City Council could decline to adopt the proposed resolution and direct staff to maintain the status quo or provide further direction.
