CITY COUNCIL STAFF REPORT
Meeting Date: October 17, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO.___-22 AUTHORIZING THE MAYOR AND

THE CITY MANAGER TO EXECUTE A SUCCESSOR COMPENSATION

PLAN AND APPROVING THE ACCOMPANYING SALARY SCHEDULE

FOR THE CITY OF PLEASANT HILL MANAGEMENT GROUP

SYNOPSIS
Adoption of the proposed resolution would authorize the Mayor and City Manager to execute the successor Compensation Plan between the City of Pleasant Hill and the Management Group.

DISCUSSION
Background
A bargaining team comprised of IEDA Consultant Greg Ramirez and the City’s Human Resources Manager negotiated with representatives of the Management Group in good faith to reach agreement on a successor Compensation Plan. The parties began meeting via Zoom on August 18, 2022, prior to the most recent Compensation Plan expiring on August 30, 2022. After three very productive negotiation sessions the parties successfully reached a tentative agreement on Monday, October 3, 2022. The Management Group membership held a virtual ratification vote via email and the tentative agreement was unanimously approved by the membership.

Analysis
The City has negotiated in compliance with the Meyers-Milias-Brown Act (MMBA) and all other applicable requirements to reach agreement with the Management Group on a new Compensation Plan that meets the interests of both parties. The following are the noteworthy changes in the proposed Compensation Plan relative to its predecessor:
 Change in term to September 1, 2022 through August 30, 2023  Annual cost of living adjustment (COLA) of 3% effective September 1, 2022  One time lump sum payment of $3,000

FISCAL IMPACT
The adoption of the proposed resolution authorizing the execution of the Compensation Plan between the City and Management Group will cost approximately $162,000 in salaries and benefits for the life of the contract. This amount includes $57,000 in ARPA funds which will be transferred to the General Fund.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
