CITY COUNCIL STAFF REPORT
Meeting Date: October 17, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: APPROVAL OF THE PLEASANT HILL TOURISM IMPROVEMENT DISTRICT ANNUAL REPORT FOR FISCAL YEAR 2021/22

SYNOPSIS
The Pleasant Hill Tourism Improvement District (PHTID) is a benefit assessment district that generates revenue to help fund marketing and guest attraction programs for Pleasant Hill hotels.

In addition to increasing hotel usage, PHTID activities also give a boost to the City’s businesses by bringing additional visitors into the City to shop and eat, and by marketing the City’s merchants and special events through www.StayPleasantHill.com and social media. Stay Pleasant Hill serves as the Owners’ Association for the PHTID and is tasked with providing annual reports to the City Council. Staff recommends that the City Council receive the presentation from Stay Pleasant Hill and approve their Annual Report for FY 2021/22.

BACKGROUND
On March 20, 2017, the City Council adopted Resolution 29-17 establishing the Pleasant Hill Tourism Improvement District (PHTID) for a five-year term beginning on April 1, 2017 and continuing through March 31, 2022. The Pleasant Hill Chamber of Commerce served as the Owners’ Association for the PHTID during this initial five-year term.

On January 24, 2022 the City Council adopted Resolution 7-22 extending the PHTID for five additional years beginning on April 1, 2022, with Stay Pleasant Hill assuming management of the PHTID for this second five-year term.

Per its Owners Association Agreement with the City, Stay Pleasant Hill (SPH) shall provide an Annual Report to the City Council by October 30 of each year of the Agreement. A First Amendment to this Agreement was approved by the City Council on March 7, 2022 clarifying that the Annual Report shall cover the preceding fiscal year, not the preceding calendar year.

Because SPH’s management of the PHTID began on April 1, 2022, tonight’s presentation will focus on activities beginning in April of this year. SPH’s next Annual Report due October 30, 2023 will include an audited financial statement for the 15 months covering April 1, 2022 to June 30, 2023. Then, all subsequent Annual Reports within the term of the Agreement will be on a 12- month fiscal year schedule from July 1 to June 30 of the following year.

FISCAL IMPACT
There is no impact to the General Fund as a result of approving the Annual Report. Assessment revenues that are received for the PHTID are managed by Stay Pleasant Hill as the Owners’ Association.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web.

RECOMMENDED CITY COUNCIL ACTION
Approve the PHTID Annual Report for FY 2021/22.

ALTERNATIVES TO RECOMMENDED ACTION
City Council could choose to not approve the Annual Report of the PHTID.
