MEMORANDUM
TO: City Councilmembers
FROM: Ananthan Kanagasundaram, City Engineer
DATE: October 17, 2022
SUBJECT: Presentation and Overview of the Adopted 2022 Local Roadway Safety Plan This memorandum provides a brief summary of the Local Roadway Safety Plan (LRSP) adopted by the City Council on September 12, 2022.

What is a Local Roadway Safety Plan?
A Local Roadway Safety Plan (LRSP) is a proactive comprehensive citywide multi-modal transportation safety action plan. It is consistent with the Contra Costa Transportation Authority (CCTA) Vision Zero framework and provides a framework for public engagement. The LRSP reflects the safety needs and values of stakeholders and the community at large. Caltrans requires the City to prepare and adopt an LRSP in order to be eligible to pursue current and future federal and State grant funds. The LRSP provides a “road map” for the City to navigate its way toward a safer city.

What does the Local Roadway Safety Plan tell us?
The adopted LRSP evaluates potential roadway hazards, identifies solutions, prioritizes implementation, and documents funding strategies. The LRSP focuses its safety analysis on the top 10 street corridors and top 10 intersections. These are locations with the highest number of reported collisions in the last five years (2017 to 2021). It identifies trends, hot spots (clusters of multiple collisions), and various contributing factors to collisions.

The LRSP prioritizes safety issues in multiple areas, including pedestrian and bicycle facility, traffic signal, safety lighting, intersection geometry, signage and pavement markings, and recommends potential solutions for the street corridors and intersections.

Presentation
Christopher Thnay of Advanced Mobility Group (consultant) will provide an overview and presentation of the LRSP during the City Council Meeting on October 17, 2022.
