A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH HOUSTON-GALVESTON AREA COUNCIL (HGACBuy) AND ACCOMPANYING PURCHASE ORDER WITH MOTOROLA SOLUTIONS INC. FOR THE PURCHASE OF
PORTABLE AND VEHICLE RADIOS FOR THE PLEASANT HILL POLICE
DEPARTMENT
WHEREAS, the City has a pressing need for radios and ancillary equipment for its Police Department, which are set forth in the quote attached hereto as Exhibit A; WHEREAS, the Motorola Solutions, Inc. is the sole source of radios and ancillary equipment reasonably compatible with the Police Department’s existing radio equipment; WHEREAS, the Motorola Solutions, Inc. has an existing contract with Houston-Galveston Area Council for the radios and ancillary equipment required by the City’s Police Department that was procured in compliance with the requirements of 2 C.F.R. Part 200 and other applicable law relating to expenditures utilizing federal funding such as Coronavirus State and Local Fiscal Recovery Funds (“SLFRF”);
WHEREAS, the request is to appropriate and transfer up to $674,950 from the American Rescue Plan Act (ARPA), specifically using Coronavirus State and Local Fiscal Recovery Funds (SLFRF), to reimburse the City for radio equipment services, otherwise any short fall will require the use of General Fund unassigned fund balance or Police Technology Fund unassigned fund balance to cover this cost.
WHEREAS, section 5.10.100, subd. (b) and (d), of the Municipal Code authorizes the City to procure the needed radios and ancillary equipment for its Police Department through Motorola Solutions, Inc.’s existing contract with Houston-Galveston Area Council.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that authorization is granted to the City Manager to execute an Agreement with Houston-Galveston Area Council (HGACBuy) (Exhibit B) and accompanying purchase order with Motorola Solutions Inc. to acquire the needed radios and ancillary equipment for its Police Department in the amount of $674,950. All documents are to be in a form the City Attorney deems reasonably necessary to comply with 2 C.F.R. Part 200 and other applicable law; and BE IT FURTHER RESOLVED, that up to $674,950 is to be appropriated and transferred from the American Rescue Plan Act (ARPA), Coronavirus State and Local Fiscal Recovery Funds (SLFRF), to reimburse the City for radio equipment services.
