CITY COUNCIL STAFF REPORT
Meeting Date: November 07, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ACCEPT UPDATE ON CONTRA COSTA TRANSPORTATION

AUTHORITY AND TRANSPAC

SYNOPSIS
TRANSPAC meets to provide direction to its staff and make recommendations to the Contra Costa Transportation Authority (CCTA) on significant transportation and land use issues. The attachments to this report include the CCTA Executive summary and Board meeting minutes for July 20 and September 21, 2022, and the TRANSPAC Committee meeting summary minutes for August 4, 2022.

DISCUSSION
Background
TRANSPAC was formed in 1986 to provide the cities of Central Contra Costa County a forum to discuss mutual planning and transportation issues. When Measure C, a countywide transportation proposition, was adopted in 1988, TRANSPAC became the official regional transportation, land use, and housing forum for Central Contra Costa County. The member agencies include Contra Costa County, Clayton, Concord, Martinez, Walnut Creek, and Pleasant Hill.

TRANSPAC meets to discuss transportation-related issues. A Councilmember and a Planning Commissioner represent each jurisdiction. The Chair to the CCTA then submits the actions.

Analysis
An Executive Summary of the actions taken on July 20, 2022, and September 21, 2022 at the CCTA Board meetings is included along with the meeting minutes. The CCTA Board held a special meeting in August 2022 relating to teleconferencing of meetings, but did not hold a regular committee meeting. The actions taken at the TRANSPAC Committee meeting on August 4, 2022 (approved October 13, 2022), are included in the attached minutes. The regular TRANSPAC Committee meetings scheduled in July and September were cancelled. TRANSPAC did hold special meetings related to the continuation of teleconferencing for public meetings.

There is no item of discussion directly related to the City of Pleasant Hill with this update.
