CITY COUNCIL STAFF REPORT
Meeting Date: November 07, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AUTHORIZING THE CITY

MANAGER TO EXECUTE A FIRST AMENDMENT TO A DESIGN
PROFESSIONAL SERVICES AGREEMENT WITH ALTA PLANNING +
DESIGN, INC. FOR THE BICYCLE AND PEDESTRIAN MASTER PLAN PROJECT NO. 03-20

SYNOPSIS
The purpose of this item is to consider adopting a resolution authorizing the City Manager to Execute a First Amendment to the Design Professional Services Agreement with Alta Planning + Design, Inc. (Alta) to update and finalize the Bicycle and Pedestrian Master Plan, Project No. 03-

20. Alta will perform planning and design services to address comments received on the General Plan’s Circulation Element and to include recent collision data, census data, demographic information, narratives, and graphics.

DISCUSSION
Background
The City executed a Design Professional Services Agreement with Alta in February 2020 (Exhibit A) to prepare a Bicycle and Pedestrian Master Plan. The Master Plan provides a policy framework for planning, conceptual design, project prioritization, implementation, and funding strategies. In April 2020, Alta conducted public outreach to stakeholders to receive public comments and input. The Bicycle and Pedestrian Master Plan was previously reviewed by the Traffic Safety Commission in September 2020 for consistency with the vision statement, technical accuracy, and implementation of the bicycle and pedestrian facilities within the City.

Since that time, the City’s General Plan Update has continued to progress, including the review and modification of the plan’s Circulation Element. Given those changes, staff seeks to refresh the technical data and align the language of the Bicycle and Pedestrian Master Plan document with that found in the General Plan Circulation Element.

Analysis
Bicycle and Pedestrian Master Plan Update. As a policy document, the Master Plan requires 1) further updates of technical data, 2) revisions to reflect modifications made to the City’s General Plan Circulation Element, and 3) consistency between the two documents. Alta will perform the planning and design services tasks shown in Exhibit B to include recent collision data, census data, demographic information, narratives, and graphics.

CEQA Exemption. The Senate Bill 922 (SB 922) was signed into law recently by the governor.

The new law allows the City to exempt the Bicycle and Pedestrian Master Plan from further environmental review otherwise required by the California Environmental Quality Act (CEQA).

SB 922 will become effective January 1, 2023, meaning the City may adopt the Master Plan in early 2023 without delay attributable to environmental review. On a related note, the City’s General Plan Update is progressing, however, staff does not have an anticipated adoption date given the timelines associated with CEQA review and compliance, among other factors.

FISCAL IMPACT
The Alta proposal is for a not-to-exceed amount of $18,000 on a time and material basis. The proposal is complete and acceptable and it is reasonable to include a contingency of 20% ($3,600), thereby increasing the total project budget by $21,600. The original Agreement with Alta was in the amount of $57,200. The First Amendment to the original Agreement will increase the contract total amount to $78,800. There is sufficient funds for the project budget in the Traffic Calming Program (IP-1) that was approved by City Council in July 2022 as shown in Exhibit D to support this expenditure.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Staff recommends adopting the proposed resolution and authorizing the Amendment.

ALTERNATIVES TO RECOMMENDED ACTION
