AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL AMENDING CHAPTER 14.05 (CALIFORNIA BUILDING CODE), SECTIONS 14.05.010 THROUGH 14.05.040 OF THE MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2022 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE, CALIFORNIA CODE OF REGULATIONS, TITLE 24, PARTS 1, 2, 2.5, 3, 4, 5, 6, 9, 10, 11, AND 12, WHICH
CONSISTS OF THE CALIFORNIA ADMINISTRATIVE, BUILDING, RESIDENTIAL, ELECTRICAL, MECHANICAL, PLUMBING; ENERGY, FIRE, GREEN BUILDING STANDARDS, AND REFERENCED STANDARDS CODES; AND ADOPTING BY REFERENCE THE 2021 INTERNATIONAL PROPERTY MAINTENANCE CODE, AND THE 2021 FIRE RESISTANCE DESIGN MANUAL
The City Council of the City of Pleasant Hill does ordain as follows:
Section 1. Pleasant Hill Municipal Code, Chapter 14.05, Section 14.05.010 ("California Building Standards Code adoption by reference") is hereby amended to read as follows:
"14.05.010 California Building Standards Code adoption by reference.
A. The California Building Standards Code, 2022 Edition, California Code of Regulations, Title 24, published by the International Code Council, is adopted by reference, including all volumes listed below. These Codes are hereby adopted and incorporated as fully as if set out at length herein, save and except such portions as are deleted, modified, or amended in this Chapter 14.05.
Part 1: California Administrative Code
Part 2: California Building Code — Volumes 1 and 2, including Division II of Chapter 1.
Part 2.5: California Residential Code, including Division II of Chapter 1.
Part 3: California Electrical Code, including Article 89.
Part 4: California Mechanical Code, including Division II of Chapter 1.
Part 5: California Plumbing Code, including Division II of Chapter 1.
Part 6: California Energy Code.
Part 9: California Fire Code, including Division II of Chapter 1.
Part 10: California Existing Building Code
Part 11: California Green Building Standards Code.
Part 12: California Referenced Standards Code.
B. A copy of the California Building Standards Code is on file in the Building Division for use and examination by the public."
Section 2. Pleasant Hill Municipal Code; Chapter 14.05, Section 14.05.020 ("Other Codes adoption by reference") is hereby amended to read as follows:
"14.05.020 Other Codes adoption by reference. The following additional code, and manual are adopted by reference.
A. 2021 International Property Maintenance Code
B. Fire Resistance Design Manual (2021), published by the Gypsum Association In the event of any conflict between these other codes and the California Building Standards Code, as adopted and amended by this Chapter 14.05, the California Building Standards Code, as amended, shall prevail."
Section 3. Pleasant Hill Municipal Code, Chapter 14.05, Section 14.05.030 ("Permit fees") is hereby amended to read as follows:
"14.05.030 Permit fees. The permit fees are established by City Council resolution, as authorized by Chapter 1, section 109 of the California Building Code." Section 4. Pleasant Hill Municipal Code, Chapter 14.05, Section 14.05.040 (“Amendments to the California Building Code”) is hereby deleted.
Section 5. The Chief Building Official is directed to file a copy of this ordinance with the California Building Standards Commission.
Section 6. This ordinance takes effect 30 days after adoption.
Section 7. Within fifteen days after the passage of this ordinance, the City Clerk shall cause it or a summary of it to be posted in the three places designated by resolution of the City Council.
