4. CENTRAL COUNTY ACTION PLAN UPDATE.

John Hoang introduced the item. David Early, Placeworks provided an overview presentation of the progress of the Action Plan.

Commissioner Haskew commented that she appreciated the work that that team has done so far and opened the meeting for comments.

John Mercurio asked about the Contra Costa Canal Trail and if Mr. Early was aware that that the Contra Costa Water District has a plan to put the canal in a pipe thereby creating new space for a wider right of way in this corridor. Mr. Early commented that he is aware and that CCTA are working with the Water District on the project and there will be an Action to take advantage of the rights of way once undergrounding occurs.

Commissioner Cloven noted safety concerns about Marsh Creek Road coming into Clayton from East County as a Route of Regional Significance. Mr. Early noted that there is consensus among the TACs from both TRANSPAC and East County that the Roadway will not be modified for increased capacity but only for safety improvements and this will be called out in the Action Plan.

Mr. Todd asked Mr. Early to show the additions of Routes of Regional Significance in the TRANSPAC area since the last Action plan. Mr. Early noted in addition to Marsh Creek Road on the Central County side, Monument and Alhambra going from Highway 4 North into downtown Martinez and then along the waterfront.

Mr. Mercurio noted a corridor from Contra Costa Canal Trail into Cowell Road and commented that it would be more effective if it continues and connects into Newhall Park. Mr. Early noted that CCTA is not amending the Countywide Bicycle and Pedestrian Plan. Mr. Mercurio noted that City of Concord is conducting a Complete Streets study on Cowell Road, which likely will call for a cycle track. He further noted that this would be a huge asset and that it should be included in the Action Plan. Mr. Early commented that it is possible to add the suggested corridors as an Actions. Mr. Early clarified the two corridors noted by Mr. Mercurio and confirmed that he would notate Cowell Road and the California Riding and Hiking trail continuing northbound towards Clayton Road and up to Newhall Park.
