CITY COUNCIL STAFF REPORT
Meeting Date: December 05, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-22 AMENDING THE BUDGET FOR THE

PEDESTRIAN AND BICYCLE PROGRAM TO INCORPORATE NEW

LOCAL ROADWAY SAFETY PLAN GRANT FUNDING

SYNOPSIS
The State Department of Transportation (Caltrans) has awarded a Local Roadway Safety Plan (LRSP) grant to the City of Pleasant Hill. The LRSP grant requires a local match. The purpose of this item is to amend the FY 2022/27 Capital Improvement Plan (CIP) budget for the Pedestrian and Bicycle Program (MK-3) to incorporate the local match, expense, and grant reimbursement. The Budget Committee reviewed this budget amendment on November 30, 2022 and approved forwarding a recommendation to the City Council to approve the budget allocations.

DISCUSSION
Background
On August 17, 2022, Caltrans awarded an LRSP grant of $80,000 to the City of Pleasant Hill.

Caltrans will reimburse the City up to $72,000 or a maximum of 90% of the grant amount. The City is required to contribute a local match amount of up to $8,000 or a minimum of 10% of the grant amount.

The LRSP is a citywide, data-driven, traffic safety plan. The process of preparing an LRSP creates a framework to systematically identify and analyze safety problems and recommend improvements. Preparing an LRSP facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that are consistent with California’s Strategic Highway Safety Plan (SHSP). The LRSP offers a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges.

The State Department of Transportation (Caltrans) requires each local agency to adopt an LRSP in order to apply for Highway Safety Improvement Program (HSIP) funds.

The Budget Committee reviewed this budget amendment on November 30, 2022, and approved forwarding a recommendation to the City Council to approve the budget allocations.

Analysis
Since the LRSP project is not itemized in the current Capital Improvement Plan, staff has identified the need to appropriate an additional $8,000 from Measure K funds to the Pedestrian and Bicycle Program (MK-3) for FY 2022/23 to cover staff time and consultant charges. The revised Pedestrian and Bicycle Program budget sheet (MK-3R) (attached) reflects the new local match, expense and grant reimbursement.

FISCAL IMPACT
The LRSP project will be funded by the revised FY 2022/2023 Pedestrian and Bicycle Program (MK-3R) as outlined below:
 Total project budget $80,000
 Grant reimbursement $72,000
 Local match $8,000
There are adequate funds remaining in the Measure K Fund, which will need to be transferred to the Gas Tax Fund to cover the additional local match of $8,000.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Adopt a resolution amending the budget for the Pedestrian and Bicycle Program to incorporate new Local Roadway Safety Plan grant funding as recommended by the Budget Committee.
