CITY COUNCIL STAFF REPORT
Meeting Date: December 05, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___- 22 AUTHORIZING THE
APPROPRIATION OF $70,000 FROM FUND 20 CAPITAL

PROJECT/BUILDING FUND FOR THE CONSTRUCTION OF THE

PUBLIC SERVICES CENTER UNDERGROUND STORAGE TANKS

ANNULAR SENSORS UPGRADES PROJECT

SYNOPSIS
The Public Services Center (PSC) Underground Storage Tanks (UST) Annular Sensors Upgrades Project provides for the removal and replacement of the annular space sensor system that services the diesel and unleaded fuel tanks at the Public Services Center.

The purpose of this item is for the City Council to authorize an appropriation of $70,000 from Fund 20 for the construction of the project. The Budget Committee reviewed staff’s proposal at its meeting of November 30, 2022 and approved forwarding a recommendation to the City Council to approve the funding for the project as proposed.

DISCUSSION
Background
There are two Underground Storage Tanks (UST) located at the Public Services Center (PSC), an 8,000 gallon unleaded fuel tank, and a 2,500 gallon diesel fuel tank. Both tanks, installed in 1985, are double walled fiberglass tanks, with a continuous electronic annual space test monitoring system.

In July 2002, the City entered into an agreement with the Pleasant Hill Recreation and Park District regarding the PSC, which includes provisions regarding the lease, maintenance and ownership of improvements, and cost sharing arrangements. Section 8, Improvements and Alterations of the agreement requires the Recreation and Park District contribute 35% of the total cost of the improvement.

In October 2022, during the annual inspection with Contra Costa County Health Services Hazardous Materials Program, it was discovered that the annular space sensor that services the diesel tank was damaged, and needed to be replaced. Staff determined that although our test monitoring system still meets current safety code, the system is obsolete by today’s industry standard, and obtaining replacement parts has become difficult. Staff was successful in finding a replacement sensor, and our UST passed our 2022 annual inspection, however due to the scarcity of replacement parts, staff recommends replacing the testing system for both UST’s with an upgraded model.

The City hired Petro Analytical, a company who specializes in UST repairs and replacements, to assist staff in the selection process for the new annual space test monitoring system compatible with our existing UST’s and piping.

Analysis
Petro Analytical has completed a thorough evaluation of the diesel and unleaded UST’s and are recommending the existing annual space monitoring system be replaced with a Veeder-Root monitoring system which will be compatible with both tanks. The scope of work also includes all necessary permits and testing required to obtain the Monitoring System Certification for the new system.

Petro Analytical has completed previous annual space replacement projects in the past. Based on these project costs, staff anticipates a do not exceed cost of $70,000 to complete the Public Services Center (PSC) Underground Storage Tanks (UST) Annular Sensors Upgrades Project and requests the project be funded from the Capital Project/Building Fund (Fund 20). Staff has confirmed with the Finance Department that there are sufficient funds in Fund 20 to complete the project.

The Recreation and Park District has been notified and has agreed to reimburse the City 35% of the total cost of the project.

The Budget Committee reviewed staff’s request for an appropriation of $70,000 from Fund 20 to complete the project, and recommends the City Council approve the funding as proposed in the resolution.

FISCAL IMPACT
The project costs are to be funded using Fund 20, Building Capital Fund. The Recreation and Park District will reimburse the City 35% of the total project cost.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
