A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AWARDING A CONSTRUCTION CONTRACT FOR THE DIABLO VISTA WATER SYSTEM 12” MAIN REHABILITATION PHASE II PROJECTAND AUTHORIZING THE
CITY MANAGER TO EXECUTE THE CONSTRUCTION CONTRACT WITH
PAULSON COX CONSTRUCTION, INC.
WHEREAS, the City has adopted the 2022-2027 Capital Improvement Plan which includes the Diablo Vista Water System 12” Main Rehabilitation Phase II Project as a funded project; and WHEREAS, the Diablo Vista Water System 12” Main Rehabilitation Phase II Project No.
PSC-02-22 provides for the rehabilitation of the existing 12” main located within the Contra Costa Canal (United States Bureau of Reclamation (USBR)) right-of-way, and between Oakvue Road and Roberta Avenue to improve the water service and operations of the existing system; and WHEREAS, the Diablo Vista Water System 12” Main Rehabilitation Phase II Project No.
PSC-02-22 is categorically exempt from environmental review under the California Environmental Quality Act pursuant to California Code of Regulations Title 14, Chapter 3, Section 15301 as a Class 1 categorical exemption (operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination) and Section 15302 as a Class 2 categorical exemption (replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced such as the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity); and
WHEREAS, on November 17, 2022, at 2:00 p.m., Maintenance staff publicly opened and examined the sealed bids for the Diablo Vista Water System 12” Main Rehabilitation Phase II Project No. PSC-02-22; and
WHEREAS, the Maintenance Superintendent has determined that Paulson Cox Construction, Inc. is the lowest responsive, responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
1. The Paulson Cox Construction Inc. bid of $445,825 is found to be the lowest responsible bid and is accepted by the City Council at the unit prices set forth in the bid. This bid is on file in the Maintenance Division and incorporated herein by this reference as though set forth in full.
2. The Paulson Cox Construction, Inc.’s Alternate “1” bid is accepted and will be performed by the contractor at the unit prices set forth in the bid.
3. Additional contingency funds in the amount of $66,873.75 are also authorized by the City Council at the unit prices set forth in Paulson Cox Construction Inc.’s bid.
4. The City Manager is authorized to execute a contract (Exhibit 1) with Paulson Cox Construction, Inc. for the Diablo Vista Water System 12” Main Rehabilitation Phase II Project No. PSC-02-22.
