CITY COUNCIL STAFF REPORT
Meeting Date: December 19, 2022
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO.___-22 AUTHORIZING THE MAYOR AND

THE CITY MANAGER TO EXECUTE A SUCCESSOR MEMORANDUM

OF UNDERSTANDING AND APPROVING THE ACCOMPANYING

SALARY SCHEDULE FOR THE PACE BARGAINING UNIT

SYNOPSIS
Adoption of the proposed resolution would authorize the Mayor and City Manager to execute the successor Memorandum of Understanding (MOU) between the City of Pleasant Hill and the Professional and Confidential Employees’ (PACE) bargaining unit.

DISCUSSION
Background
A bargaining team comprised of IEDA Consultant Greg Ramirez and the City’s Human Resources Manager negotiated with representatives of PACE in good faith to reach agreement on a successor MOU. The parties began meeting via Zoom on October 7, 2022, prior to the most recent MOU expiring on October 31, 2022. After two very productive negotiation sessions the parties successfully reached a tentative agreement on Wednesday, November 30, 2022. The PACE membership held a ratification vote on December 7, 2022 and the tentative agreement was unanimously approved by the membership.

Analysis
The City has negotiated in compliance with the Meyers-Milias-Brown Act (MMBA) and all other applicable requirements to reach agreement with PACE on a new MOU that meets the interests of both parties. The following are the noteworthy changes in the proposed MOU relative to its predecessor:
 Change in term to November 1, 2022 through October 31, 2023  Annual cost of living adjustment (COLA) of 3% effective November 1, 2022  One time lump sum payment of $4,000
 Increase to Retiree Health Savings Account ($25/month)

FISCAL IMPACT
The adoption of the proposed resolution authorizing the execution of the MOU between the City and PACE will cost approximately $140,000 in salaries and benefits for the life of the contract.

This amount includes $76,000 in ARPA funds which will be transferred to the General Fund.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Staff recommends approving the proposed resolution.
