City Council & Planning Commission Meeting Minutes Page 1 December 13, 2022 Mayor Harris called a Special Joint Meeting of the City Council and Planning Commission to order at 6:30 PM via teleconference, complete proceedings of which were electronically recorded. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on December 9, 2022, by Deputy City Clerk Juanita Davalos.

3. STUDY SESSION
3.1 Joint Study Session to Review the Draft Sixth Cycle Housing Element covering the Planning period of January 31, 2023 through January 31, 2031.
Troy Fujimoto, City Planner, introduced the item.
Ryan Lester, Deputy Project Manager, Mintier Harnish, delivered the presentation on the Draft Housing Element covering the planning period of January 31, 2023 through January 31, 2031.
Brent Gibbons, Project Manager, Mintier Harnish, and Jason Montague, Associate Planner, Rincon Consultants, answered questions from Councilmembers and Planning Commissioners.
Mayor Harris reported that the City Council and Planning Commission received written comments from the following members of the public:

Jack Prosek
Marshall Lewis
The following members of the public made a comment via telephone or Zoom:
Max Davis, East Bay for Everyone
Bruce Irion, Pleasant Hill
Councilmembers and Planning Commissioners reached a consensus directing staff to make the changes to the Draft Housing Element as stated on the record, and to submit the revised draft to the California Department of Housing and Community Development by December 31, 2022.

4. ADJOURNMENT
Mayor Harris adjourned the meeting at 8:06 p.m. The next regular City Council meeting will be held on Monday, December 19, 2022, beginning at 7:00 p.m. The next regular Planning Commission meeting will be held on Tuesday, January 10, 2023 at beginning at 6:30 p.m. ___
