RESOLUTION NO. -22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE MAYOR AND THE CITY MANAGER TO EXECUTE A
SUCCESSOR MEMORANDUM OF UNDERSTANDING AND APPROVING THE
ACCOMPANYING SALARY SCHEDULE FOR THE CITY OF PLEASANT HILL PROFESSIONAL AND CONFIDENTIAL EMPLOYEES’ BARGAINING UNIT WHEREAS, the most recent Memorandum of Understanding (“MOU”) covering the Professional and Confidential Employees’ bargaining unit (“PACE”) expired on October 31, 2022; and WHEREAS, the City Council retained the Industrial Employers and Distributors Association (IEDA) to provide representation services in discussions with PACE concerning terms of a successor MOU; and
WHEREAS, Gregory Ramirez, IEDA employee, served as the City’s labor relations consultant to confer over those terms with representatives of PACE; and WHEREAS, meetings have been conducted between the City’s consultant and PACE, resulting in tentative terms of the successor MOU; and
WHEREAS, the terms of said successor MOU are set forth in full in writing in the redline comparison document (Exhibit 1) and the MOU (Exhibit 2) attached hereto; and WHEREAS, the PACE membership voted to ratify the tentative terms of the proposed successor MOU; and
WHEREAS, the City will appropriate and transfer up to $76,000 of ARPA funds to reimburse the City for PACE expenditures to the General Fund; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pleasant Hill that the terms of the attached MOU are by this reference incorporated herein and shall have effect according to its terms when signed by the authorized representatives of PACE and the City as provided herein. At that time, Resolution No.72-21 approving the expired MOU shall be deemed superseded and rescinded.
BE IT FURTHER RESOLVED, that the Mayor and the City Manager are authorized to execute the successor MOU in the form attached hereto, subject to any non-substantive changes acceptable to the City Attorney, and following signing by the authorized PACE representative(s).
BE IT FURTHER RESOLVED, that the City Council of the City of Pleasant Hill approves and adopts the accompanying Salary Schedule (Exhibit A to the MOU). [Signatures on the Following Page]
