CITY COUNCIL STAFF REPORT
Meeting Date: March 06, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-23 APPROVING SIDE LETTER OF

AGREEMENT WITH THE MANAGEMENT PAY PLAN GROUP TO

ADD A NEW CLASSIFICATION TO THE MANAGEMENT

COMPENSATION PAY PLAN

SYNOPSIS
The City is continuously seeking ways to better manage operations and streamline staff work.

Human Resource staff looked closely at the functions in the Maintenance and Public Works areas.

Staff is seeking Council’s authorization to create a new classification in the management classification to reflect the full scope of work carried out by the Maintenance Superintendent. This classification will replace the Maintenance Superintendent, which currently manages all City maintenance, street resurfacing, and is the Diablo Vista Water District liaison in addition to administrative and analytical support currently provided to the City Manager.

Adoption of the proposed resolution would authorize the City Manager to execute a side letter of agreement between the City of Pleasant Hill and the Management Pay Plan Group (MPP) to add the new classification Public Works Manager to the management compensation pay plan.

DISCUSSION
Background
The Maintenance Superintendent position was assigned numerous additional tasks when the incumbent was promoted into that role given her skillset and her Professional Engineer (PE) designation to provide a more efficient means of completing certain projects. The additional assignments include acting as the liaison for the Diablo Valley Water District, street resurfacing, and other various administrative duties assigned by the City Manager. After a close review of the additional duties of the Maintenance Superintendent it was determined that the position is more closely aligned with a Public Works Manager classification. The added responsibilities and scope of work necessitates a higher-level management classification. Staff believes this new classification, Public Works Manager, more accurately reflects the work and responsibilities of the current Maintenance Superintendent.

Analysis
The title and job description change will have minimal fiscal impact. However, the proposed change to Public Works Manager will more accurately reflect the roles and responsibilities of the current Maintenance Superintendent. The proposed changes will not impact the full time employee (FTE) count in the budget. If approved, the Public Works Manager will replace the Maintenance Superintendent in the budget. If approved, the City will immediately begin the internal recruitment process, as contemplated by the Personnel Rules, to fill this position.

FISCAL IMPACT
The proposed resolution will have minimal fiscal impact as the full time employee (FTE) count will not change. The impact to salary and benefits costs is approximately $47,050 annually and there is sufficient budget to absorb this change.

PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department.

The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Approve the resolution authorizing the City Manager to execute the Side Letter of Agreement with MPP to add the new classification Public Works Manager.

ALTERNATIVES TO RECOMMENDED ACTION
Do not approve the resolution.
