CITY COUNCIL STAFF REPORT
Meeting Date: March 06, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-23 APPROVING EVENT SPONSORSHIP

FUNDING REQUEST FROM THE PLEASANT HILL RECREATION

AND PARK DISTRICT

SYNOPSIS
The Budget Committee is recommending approval of the special event sponsorship package submitted to the City by the Pleasant Hill Recreation and Park District.

DISCUSSION
On January 9, 2023, the Recreation and Park District submitted a special event sponsorship package to the City totaling $12,375 for eleven special events in 2023. Last year, the City provided a $10,250 District event sponsorship package for nine events. On February 22, 2023, the Budget Committee reviewed the 2023 event sponsorship package and recommended it to the City Council for approval.

The Recreation and Park District has organized several successful special events over the years that enhance the quality of life for Pleasant Hill residents, and also support the local economy by bringing additional people into the area, who may choose to shop and eat at nearby businesses.

FISCAL IMPACT
The City Council budgeted sufficient funds within the FY 2022/23 – FY 2023/24 Biennial Budget for General Fund Economic Development in the Special Event Sponsorships Account to sponsor the Budget Committee’s recommended District special events.

To the extent that the special events spur additional economic activity, such as food and retail sales at nearby businesses, the General Fund could see an indirect positive impact through additional sales and business tax revenues.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Approve the Budget Committee’s recommendation to fund the Recreation and Park District FY 2022/23 – FY 2023/24 sponsorship package, and adopt the proposed resolution.

ALTERNATIVES TO RECOMMENDED ACTION
The City Council could choose to not approve the District’s special event sponsorships, or to approve a revised version of the sponsorship package.
