AUTHORITY BIENNIAL COMPLIANCE CHECKLIST FOR
CALENDAR YEARS 2020 AND 2021 FOR ALLOCATION OF FISCAL
YEARS 2021/2022 AND 2022/2023 LOCAL STREET MAINTENANCE

AND IMPROVEMENT FUNDS

SYNOPSIS
The City of Pleasant Hill must submit a Measure J Biennial Compliance Checklist to the Contra Costa Transportation Authority (CCTA) to demonstrate compliance with the Measure J Growth Management Program in order to receive the City’s annual share of the Measure J Return to Source sales tax funds. The current compliance checklist is for the release of FY 2021/2022 and FY 2022/2023 funds, which covers the review period during calendar years 2020 and 2021.

DISCUSSION
Background
As part of the Measure J funding requirements, CCTA requires local jurisdictions to complete a Biennial Checklist to show compliance with the Measure’s Growth Management Program. This checklist ensures the City’s continuous implementation of a Growth Management Element:
implementation of local and regional transportation mitigation programs; planning for housing needs and opportunities for all income levels; conducting traffic impact studies for larger projects; participation in cooperative multi-jurisdictional planning; on-going update of the City’s Capital Improvement Plan; adoption of a Transportation Demand Management Ordinance; compliance with the voter approved Urban Limit Line; adoption of a Measure J compliant Growth Management Element; and conformance with CCTA’s Maintenance of Effort requirements.

The compliance checklist is submitted once every two years, and it reviews the City’s policies and actions for Measure J compliance during a prior two-year period. The current compliance checklist is for the release of FY 2021/2022 and FY 2022/2023 funds, which covers the review period during calendar years 2020 and 2021.

Analysis
Over the past few months, staff has been working diligently to prepare the various reports and assemble the information required for the compliance checklist (attached). The reports are now complete and the checklist is ready for submittal. The compliance checklist packet is attached.

Once the completed checklist is authorized, it will be submitted to CCTA for approval from the CCTA Citizen’s Advisory Committee, CCTA Planning Committee, and ultimately the CCTA Board before the funds are released to the City.

FISCAL IMPACT
When the City’s Biennial Compliance Checklist is approved, the City will receive approximately $989,000 in Measure J Return to Source funds per year over the next two years for transportation improvement and/or maintenance purposes.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Adopt the proposed resolution authorizing the Mayor to execute and submit the Biennial Compliance Checklist for calendar years 2020 and 2021 to CCTA.

ALTERNATIVES TO RECOMMENDED ACTION
None recommended. The failure to complete the checklist would result in the annual loss of $989,000 in Measure J Return to Source revenues and potentially other Measure J funding to the City for transportation improvement or maintenance purposes.
