CITY COUNCIL STAFF REPORT
Meeting Date: March 20, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-23 AUTHORIZING THE CITY

MANAGER TO EXECUTE A DESIGN PROFESSIONAL SERVICES

AGREEMENT WITH RUGGERI-JENSEN-AZAR FOR ENGINEERING

DESIGN SERVICES FOR THE OAK PARK BOULEVARD SIDEWALK

GAP CLOSURE PROJECT

SYNOPSIS
This item requests authorization for the City Manager to execute a Design Professional Services Agreement with Ruggeri-Jensen-Azar (RJA) to perform engineering design services for the Oak Park Boulevard Sidewalk Gap Closure Project (Project). The area identified for Project is along the north side of Oak Park Boulevard between Hook Avenue and the EBMUD Trail.

A new sidewalk will be designed as part of the proposed scope of work, as well as ADA curb ramps, minor drainage modifications, new striping, and new rectangular rapid-flashing beacon (RRFB) crosswalks.

DISCUSSION
Background
In November 2016, Pleasant Hill voters approved local Measure K, a twenty-year, one-half cent transaction and use tax to address the infrastructure needs of the City. The measure will generate needed revenue each year, a portion of which may be allocated to help supplement the Pedestrian/Bike Program.

As part of the recently adopted FY 2022-2027 Capital Improvement Plan (CIP), this Project was identified to utilize available Measure K funds for design in FY 2023-2024. The Project is considered to be a high priority location for pedestrian and bicycle improvements based on collision history, proximity to schools, number of nearby destinations, and traffic volume. The Project will connect residents to popular nearby destinations, including Pleasant Hill Middle School, Pleasant Hill Library, EBMUD trail, Pleasant Oaks Park, and future athletic fields.

The Project will construct a new ADA-compliant concrete sidewalk along the north side of Oak Park Boulevard between Hook Avenue and the EBMUD Trail, as well as the west side of Hook Avenue, spanning approximately 635 feet along nine residential properties. The project will construct new rectangular rapid-flashing beacons (RRFB) at Oak Park Boulevard / Manor Avenue and Oak Park Boulevard / Via del Sol intersections to improve pedestrian and bicycle access and visibility.

On February 22, 2023, the Budget Committee reviewed the item and recommended City Council approve $805,000 for design and construction of the Project. The design and majority of the construction is scheduled to be completed in FY 2022-2023.

Analysis
On January 31, 2023, the Engineering Division reached out to three civil engineering design consulting firms to solicit engineering design services for this Project. The City conducted interviews on February 1, 2023, with RJA, LCC Engineering and Surveying, Inc. (LCC), and Harrison Engineering, Inc. Both LCC and Harrison Engineering, Inc. informed the City that they could not perform the design services within the established timeframe.

RJA provided a complete proposal for the scope of work and has stated they can complete the design services within the given timeframe. The RJA team has previously completed a number of similar design projects for the City, including the Diablo View Storm Drain Improvements Project, Oak Park Boulevard at Via del Sol Storm Drain Improvements Project, 1612 to 1618 Ruth Drive Storm Drain Replacement Project, and the Diablo Vista Water System 12” Main Replacement Project.

Staff believes that the RJA team has the expertise and professional competency to deliver a successful project within the project schedule and budget.

FISCAL IMPACT
RJA’s proposal is in the amount of $59,900. The proposal is complete and acceptable considering the complexity and scope of design services of the project. It is reasonable to include a contingency of 20% ($11,980), bringing the total design engineering cost to $71,880. Measure K funds will finance the design engineering costs identified. The Finance Department has confirmed that these funds are available.

PUBLIC CONTACT
Public contact was made through posting of the agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
