A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO NOTIFY THE PLEASANT HILL CHAMBER
OF COMMERCE THAT THEY ARE RELEASED FROM CONDUCTING AND
SUBMITTING TO THE CITY A FINANCIAL AUDIT OF THE PLEASANT HILL TOURISM
IMPROVEMENT DISTRICT FOR THE FINAL NINE MONTHS OF THEIR MANAGEMENT TERM, JULY 1, 2021 TO MARCH 30, 2022.
WHEREAS, on March 20, 2017, the City Council, approved Resolution No. 29-17 establishing the Pleasant Hill Tourism Improvement District (PHTID) for a five (5) year term, beginning April 1, 2017, and continuing through March 31, 2022; and WHEREAS, on June 6, 2017, the City Council approved Resolution No. 44-17 designating the Pleasant Hill Chamber of Commerce (Chamber) as the PHTID Owners’ Association from April 1, 2017 until March 30, 2022, and authorized the City Manager to execute the Owners’ Association Agreement; and
WHEREAS, on April 6, 2020, the City Council authorized a First Amendment to the Owners’ Association Agreement by approving Resolution No. 27-20, which adjusted the PHTID audit schedule to cover the July 1 to June 30 period and be due the following September 30 of each year; and
WHEREAS, at its meeting of January 24, 2022 the City Council held a public hearing and adopted Resolution No. 7-22 renewing the PHTID for a five (5) year term beginning April 1, 2022, and continuing through March 31, 2027, and approving the Management District Plan; and WHEREAS, on February 7, 2022, the City Council, approved Resolution No. 12-22 designating Stay Pleasant Hill to serve as the Owners’ Association of the PHTID from April 1, 2022 until March 30, 2027; and
WHEREAS, on October 3, 2022, the Chamber notified the City that the Chamber is not planning to complete and submit a fiscal audit for the final nine months of the Agreement, July 1 2021 – March 30, 2022; and
WHEREAS, on February 22, 2023, the Budget Committee recommended that the City Council release the Chamber from completing and submitting a fiscal audit covering the final nine months of their PHTID management term, July 1 2021 – March 30, 2022; and NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that, the City Manager is hereby authorized to notify the Chamber that they are released from conducting and submitting to the City, an audit of the PHTID for the July 1, 2021 – March 30, 2022 period.
