Mayor Flaherty called a Special Meeting of the City Council to order at 5:21 PM, in the Council Chambers, 100 Gregory Lane, Pleasant Hill, CA, complete proceedings of which were electronically recorded. The meeting was a hybrid of both in person and teleconferenced attendees. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on May 12, 2023, by Deputy City Clerk Juanita Davalos.

4. ACTION CALENDAR
4.1 Public Hearing and Adopt Resolution No.36-23, a Resolution of Findings and Certifying an Environmental Impact Report (SCH #2022070095) and Adopting Environmental Findings, a Statement of Overriding Considerations and Mitigation Monitoring and Reporting Plan, Adopt Resolution No.38-23 Adopting the City of Pleasant Hill 2040 General Plan, and Adopt Resolution No. 37-23 Repealing the 2015- 2023 City of Pleasant Hill Housing Element and Adopting the 2023-2031 City of Pleasant Hill Housing Element.
Troy Fujimoto, City Planner, introduced the item and provided the background and overview of the Planning Commission’s recommendations on the Pleasant Hill 2040 General Plan, the 2023-2031 Housing Element, and the accompanying Environmental Impact Report.
Brent Gibbons, Mintier Harnish, delivered a presentation on the City of Pleasant Hill 2040 General Plan.
Ryan Lister, Mintier Harnish, delivered a presentation on the 2023-2031 Housing Element.
Leslie Trejo, Rincon Consultants, delivered a presentation on the Environmental Impact Report (EIR).
