putting its own fiscal interest {and those of developers} above the devoted constituents who reside here. The impact on the neighboring community will be felt for decades and our desire to live in a peaceful, safe environment should be of utmost importance to our elected members.

Traffic and Parking: The proposed additional housing witl cause massive congestion and additional pollution in the area. In addition, it is unimaginable where hundreds of new residents would park.

Sink Hole: For decades, the land on Paso Nogal Road and Morello Avenue was deemed un-buildable because it sits atop a sink hole. Neighboring residents have not received any information or seen any research conducted by the City regarding the dangers of building on a sink hole.

Property Values: As a real estate broker. I am keenly aware of the negative impact on property values in our area should this proposal be approved. Real estate agents will have to disclose the development plans to prospective buyers, making Pleasant Hill a far less desirable place to purchase or invest. Notwithstanding losing potential buyers, current property values in the area will likewise fall dramatically, affecting residents city-wide.

Local Parks: Hidden Lakes Park and Paso Noga! Park have always been a destination for local residents seeking peace and quiet. Adding hundreds of residents will negatively impact our local parks.

Public Transit and Local Necessities: The proposed development sites are nowhere near freeways or public transportation, causing a congested mess for commuters in the area.

The lack of notice and failure to provide any information regarding the safety of this proposal and logistical impacts will have drastic implications for the City and its residents. Without proper investigation of the impact of this proposal, the residents of Pleasant Hill will be forced to file an injunction until further research and information is provided.

Subject: Planning Process for "Low Income High Density Housing" CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless ou recognize the sender.

I'm very much against building high-density housing on the vacant lot at the comer of Morello and Netherby Pl and the lot on Paso Nogel. Our city is crowded enough as it is! Quality oflife has diminished significantly since I moved to Pleasant Hill in 1989. I feel that it is mostly due to the continued building being allowed by the city.

Our roads are clogged and some in horrible condition, our power grid is constantly failing, every year we wonder if we will have enough water to see us through, and yet we keep building.

I know there is a mandate from the state to provide housing, but please find a better solution.

OPPOSING HOUSING DEVELOPMENT ON MORELLO and PASO NOGAL
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Opposing any further housing development on Morello and Paso Nogal Blvd:

As resident of the area, residing at 80 Foothill Place Pleasant Hill. I am writing to express my STRONG opposition to ANY further housing development in our neighborhood.

Here are some of reasons why, such developments should NOT be allowed to proceed:

Increased traffic and parking issues: A new apartment building will attract more residents and vehicles to the area, leading to increased traffic and parking issues. This will cause inconvenience for current residents who may struggle to find parking spaces or experience more congestion on the streets.

Noise and disturbance: New apartment buildings will generate noise and disturbance, increase activity and traffic in the area. This will be a huge disruption for existing residents, ~pecially if the neighborhood is currently quiet and peaceful.

Change in neighborhood character: A new apartment building will change the character of a residential neighborhood, which is a concern for current residents who value the current look and feel of the area. Additionally, the new residents and businesses associated with the apartment building may not fit in with the current community.

Strain on local resources: A new apartment building will place a strain on local resources such as water, energy, and schools. This can create additional costs for the community or cause existing infrastructure to become overburdened.

Impact on property values: The presence of a new apartment building in a residential neighborhood will affect the property values of nearby homes. This is a concern for current residents who are invested in their homes, want to maintain their value and preserve their reason for moving into the area to begin with.

With many businesses closing in Pleasant Hill, there are other areas in Pleasant Hill that are more ideal for apartment housing development which are centrally located, allowing easy access to public transportation and shops. I plead you to reconsider this venture to build apartment complex in our quiet neighborhood.

Sincerely,
Sherif Hanala & Hoai Tran

Dear Planning Dept.

The construction of almost 400 +/- housing units, low income or otherwise, is not in keeping with the surrounding area housing nor the ability of either Morello Avenue nor Paso Nogal to accommodate the increase in traffic. Both streets are already frequent alternate or bypass routes to DVC, College Park High School and Taylor Blvd to Highway 24.

Both locations are very steep hillsides that would require an extreme amount of dirt removal with heavy laden dump trucks traversing either or both streets adding to air quality issues, not to mention nuisances for the noise and traffic. Accessing from the streets that abut both areas would be more difficult than it already is. Not too long ago, the speed limit on Paso Nogal was increased from "'25/30 mph to 35 mph and that the latter is often exceeded and many cars speed northbound to Morello. Adding more cars in both directions would make it even more difficult to exit onto both streets.

These areas are just not the right locations to construct either of these two projects and I would like to see t, Planning Dept. reject them.

Thank you.

Morello/Paso Nogal Development
CAUTION: This email originated from ou,side of the organization. Do not click links or open attachments unless you recognize the sender.

Greetings,
I hope this message is heard along with many others. The community surrounding this area is very close and everyone contributes to making it a clean and safe neighborhood and people move here for the surrounding beauty. If your goal is to just add more people to the community then high density, low income housing is the answer. Otherwise, there is no value to the community.

Residents with low income are offered many options, they may be a little farther away from the City, but to say there are not options is not valid.

Our community contributes to any less fortunate in many ways (at least I do) and want to help, but adding housing into a small pocket of a relatively tight space of a quiet community will be the death of it.

Thank you for listening .

Objection: City of Pleasant Hill 2040 General Plan, 2023-2031 Housing CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Dear Pleasant Hill Planning Committee,
I'm writing to express my strong objection to the proposal to rezone the Paso Nogal area designated for the construction of a large apartment complex. And the reasons are below:

This will drastically increase traffic on this small 2 lane road. The traffic situation will also impact Alhambra Avenue between Highway 4 and Taylor Boulevard and Morello Avenue and Taylor Boulevard. Both Alhambra Avenue and Morello Avenue are severely congested both in the AM and PM with commuters trying to take short cuts to and from Highway 24 and DVC students. All surrounding roads and residents will be affected.

This project will destroy a major portion of the green belt area and impact the ecological environment. We have little protected space left. Taking more is not the answer.

This project will result in a drastic reduction to home values and quality of life for residents in the area. 1 ne Planning Commission must consider the serious drawbacks to the proposal and not move forward strictly for political and monetary reasons.

Thank you for your consideration.

Best,

Low Income Housing Development Concerns
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

To the city of Pleasant Hill Planning Commission,
I would like to voice my concerns regarding the two low income high density housing developments proposed for the Paso Nogal/Morello area. As a property owner living in the nearby area of Hidden Lakes park, I strongly oppose this proposal for the following reasons.

1. Depreciation of surrounding property values. The low income housing will have to be disclosed when selling nearby properties.

2. Increased local traffic. Paso Nogal Rd is only a two lane street unable to handle the increased traffic for construction and it will be a mess for the local community.

3. Increased neighborhood noise. Construction and increased population will have. an impact on the quality of life in nearby areas.

4. Local wildlife and environmental impact. The new construction will take away and disrupt local wildlife habitat and wellbeing of the local environment. The local parks will be negatively affected by noise and increased traffic.

5. Possible crime increase based on published studies.

6. Waste of city funds to fight future court battles. This construction will certainly be fought in courts using taxpayers money. That money could be put to better use to preserve the natural beauty of the area.

I would strongly suggest that you reconsider this proposal or at the very least let the local residents vote on it.

Best regards,
Joe A

I OPPOSE the proposed rezoning and/or building of any apartment developments at Paso Nogal Road/Morello A venue and along Paso Nogal Road between Morello A venue and Alhambra Road.

Notice: The City has provided no notice to neighboring residents. In fact, we had to learn of the City's proposal through our neighborhood NextDoor.compostings less than 48 hours before the City's proposed meeting on May 4, 2023. This is entirely unacceptable and gives rise to a presumption that the City is putting its own fiscal interest ( and those of developers) above the devoted constituents who reside here. The impact on the neighboring community will be felt for decades and our desire to live in a peaceful, safe environment should be of utmost importance to our elected members.

Traffic and Parking: The proposed additional housing will cause massive mgestion and additional pollution in the area. In addition, it is unimaginable where hundreds of new residents would park.

Sink Hole: For decades, the land on Paso Nogal Road and Morello Avenue was not buildable because it ~its atop a sink hole. Neighboring residents have not received any information or seen any research conducted by the City regarding the dangers of building on a sink hole.

Property Values: Property values in our area will be negatively impacted should this proposal be approved. Scanned with TurboScan.
1 r The draft "Housing Element" prepared by the City makes false statements about the proposed parcels. In particular, City staff say that the site is appropriate for "upzoning due to its close proximity to multifamily residential uses on three sides, its location in a high resoun:e area, and its large size. Multiple condominiums are located around the complex .... making additional high-density development an expected and conforming use and development pattern in the area."
Contrary to the staff's statement, the Morello and Paso Nogal parcels have always been zoned for single-family homes. The suggestion that residents of this area should be on notice that this parcel is conducive for high density housing is utterty untrue. Moreover, in a faux attempt to persuade the State to approve the project, the City argues that the Morello site is in a "high resource• area. That, also, is .fa.lB. There are no resources at the site. no transit service, and the nearest markets, restaurants etc. are over one mile away. (3) Ibt location is Improper for blvb degsitv housing
This project will tum Morello Avenue into a congested high traffic area with massive impacts of traffic, noise, and other "Quality of Life" issues. In addition, a high density construction project could affect the geological integrity of our adjacent property which we know is prone to erosion, drainage issues, and slippage.
(4J Qtber site options should ht considered
First, the City should ask the State to reconsider the JC Penney Furniture store site which has far more resources and is closer to many services such as transit. grocery stores. restaurants etc. Second, assuming the JC Penney site is unavailable, the City must find other locations that are better.suited for this project In conclusion, we recognize the need for more housing and that the City must comply with stringent new laws to increase housing availability. But the adoption of this rezoning attempt is absolutely inappropriate. The city has deliberately not provided sufficient notice nor considered other locations in the city for this type of housing. The revised Housing Bement draft by staff should be rejected.

I am a tax paying citizen, and I have always paid a lot to the city in property taxes. I just got a paper on my doorstep 20 minutes ago being told a meeting is tonight.

Again, I oppose this plan for low income housing to be built at/near Paso Nogal Rd and Morello Ave.

Low income high density housing
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Dear PH city council,
I strongly object to the proposals to put over 100 low income high density housing units in Pleasant Hill open spaces near Paso Nogal Rd.

Such units will ruin the character of our peaceful PH neighborhood. The current proposal is far too many units, too many people and too many cars. If built, it will amount to a crowded loud eyesore. Which will be very expensive to remove once built.

Do NOT make a huge mistake and ruin this neighborhood.

Development in Pleasant Hill near Paso Noga! Park
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

To Whom it May Concern on the Planning Committee:

I-am a current resident and property owner of the area you are proposing to build on Paso Noga I between Morello and Alhambra and on Morello near the corner of Paso Noga I.

I am very concerned about this planned development and would urge you to STOP BUILDING ON OUR OPEN GREEN SPACE!
While I am also concerned about the impact of traffic and congestion, especially considering there is currently only a two lane road that services these areas and a tiny grocery store that is already overwhelmed, I'm more concerned about the impact this will have on the attractiveness of the open space in this area.

This is such a nice walking area, right near a dog park and hiking trails. It's a safe space and was even more beautiful before all the trees were taken out last year.

Now instead of replacing those beautiful trees, you want to build up to 396 units! We don't need more homes, we need ore open green space.

Please re-consider your plans to develop this area and consider leaving that little piece of land that's open for nature to thrive instead of building on every last square inch of space we have! Thank you for your consideration,
Heather O'Neill

Subject: No to High Density Low Income Housing in Paso Nogal CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Dear Pleasant Hill City Council Member/State Representative, As homeowners and residents of Pleasant Hill near Paso Nogal Rd and Morello Ave, we want to express our concerns about having a "Low Income High Density" housing development project. We firmly believe that this project is not in the best interests of the community.

While we understand the need for affordable housing options in Contra Costa County, we strongly believe that the proposed development would cause more harm than good. The potential negative impacts of such a development cannot be ignored.

There are several concerns associated with it, and such a project could potentially lead to:
• increased traffic and congestion in the area, which could prove detrimental to local businesses and residents.
• an increased strain on local resources, including schools, parks, and other public services. • a negative impact on property values and the overall aesthetic appeal of the neighborhood. • a potential increase in crime rates, which could pose a danger to local residents and businesses. • putting danger to the wildlife that lives in our area • noise to the houses facing the Paso Nogal Rd causing disturbance ofliving and peaceful of enjoyment living
On the other hand, we are aware that the City of Pleasant Hill proposed to build this project at the Sears location by Sun Valley Mall. This would follow a huge trend that other Bay Area Counties are adopting and developing, like San Mateo and Santa Clara.

We can provide some arguments as to why a Sears location by Sun Valley·Mall may be perceived as an ideal location for high-density low-income housing development:

1. The location is in close proximity to amenities like restaurants, retail stores, medical facilities, and other services, which would be beneficial to those living in the development.

2. It is also close to public transport links, which would make transportation easier for those who don't own their own vehicles or can't afford to drive regularly.

3. The size of the location could accommodate a high number of housing units, which could help alleviate the shortage of affordable housing in the area.

4. Developing the location as high-density low-income housing would serve to balance out the socioeconomic demographics in the local area, bringing more diversity to the community. 1 That being said, there are also potential benefits to having such a housing project in a strategic area as mentioned above.
"re are hoping that our voice is heard as citizens and you consider the concerns of the community and reject this .11roposed development. I urge you to explore alternative housing solutions that would be more in line with the character and needs of the area.

Thank you for your attention to this matter. Please let me know if there is any further information or action I can provide to help in preventing this development.

Concerns about high-density development on Paso Nagai
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Hi there,
I'm a resident of 615 Paso N ogal Rd, and wanted to note my concerns and strong opposition to the high density development being considered on Paso Nogal Road.

My concerns are two-fold:

1. The amount of traffic is way too high for a small road like Paso Nogal already. Cars zoom past at sometimes 60 mph without regard for resident safety and given that there are no crosswalks for most of its length, residents have to jaywalk to access sidewalks. We walk our toddler to school every morning and we're always worried about her safety having to cross the road with so much traffic. Adding up to 800 more units and the inevitable increase in car traffic will be catastrophic for the safety of existing residents.

2. High density developments like this should be located close to mass transit options where they don't automatically translate to an increase in car traffic. As a resident of the city I would like to understand what analysis was carried out to determine that this is the best spot in the city for this development. Instead, I leameu of this from a random flyer our neighbors were passed in their kids' school. The city should be more inclusive of its residents in making these development choices.

Thank you for your consideration.

Stop the density building and rezoning
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless ou reco nize the sender.

Concerned resident-Objections as follows:

Drastic increase in traffic flux: It is reasonable to assume most tenants would have an additional car, which the complex would not accommodate, resulting in drastic overspill of vehicle parking into neighboring streets such as Douglas Terrace, St Germain Place, Netherby Street, Netherby Place, Janin Place, Fairway Place, Morello Avenue, Ridgeview Drive, Ridgeview Place. This lot is not a transit rich area per Senate Bill 10, therefore it is reasonable to assume cars would be the residents primary form of transportation. • Complete degradation of the environment/wildlife habitat (the entire hillside will be excavated): This hillside is an important corridor for local coyote, opossum, raccoon, deer, turkey, and ground squirrel populations to migrate between Hidden Lakes Park and Paso Nogal Park. Without the ability to traverse this plot, roadkill events will continue to increase and further decimate our local wildlife population. The excavation of this hillside will also transform a mild/moderate natural gradient slope to a vertical gradient to accommodate a fourstory, multi building complex, which would require thousands of gallons of diesel fuel needed to grade the slopes. This destruction of open-space land is seemingly at odds with the guidance set forth in Government :ode 65400; " ... practical means for implementing the general plan or element of the general plan, so that it will serve as an effective guide for orderly growth and development, preservation and conservation of open space land and natural resources ... "
• Severe disruption of the surrounding housing privacy/uniformity: The proposed four-story apartment complex would be completely singular in its density, architecture, and land usage compared to the surrounding area. The resulting increase in population density would negate the intended surrounding building edges, transition, context, and privacy.

I object to this building and rezoning proposal and am giving official notification to the city of Pleasant Hill to be taken into consideration as a concerned resident living here since 1997. Should this project proceed remember elections have consequences!

Sink hole on site at Netherby and Morello should immediately stop the project CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Greetings,
If the city council doesn't care where they build low-income housing and neglects safety, traffic, and environmental concerns then you must not ignore the major sink hole on the land. I demand to see past development plans as everyone in the community seems to think there is a sinkhole. If that is the case, do you really want another Millennium tower issue? Either way my HOA is hiring a geotechnical engineering firm to prove that land is garbage to build on and a lawyer that fights everything that is wrong about this project.

Including that there are way better places to build like JCPenny and Bed Bath and Beyond where this is actual transit systems, jobs, stores, not in wildlife zones and fire zones where there is only one way in and one way out. I'm surprised that the fire department would even allow this sort of thing. Additionally, 7 on your side has agreed to work with me as this is a story in the making, us the tax paying people who live in the community against the corrupt policy makers who could care less.

One more thing, there should be a crosswalk at Netherby/Paso Nogal/Morello! ! That is a nightmare to cross as 1p Paso Nogal is the dog park and many school children need to cross to go to school. It is mind blowing that at one of the busiest and dangerous intersections there isn't a crosswalk. Why is that? I'd be willing to pay for the paint out of my pocket if need be just so I can help protect my 3 children. Will you consider putting one in? Best Regards,

Dear members of the Pleasant Hill Planning Commision,
I listened to the entire, eye-opening meeting last night on Zoom. Thank you for your service during this difficult time. As a PH native, PH business owner and resident of Mesa Verde Place off of Paso Nogal Road, I am very concerned about the dire place the city is in today to avoid the last resort of 'Builders Remedy' which no one wants. But, I am still thinking about one homeowner who spoke and described what he understood as the criteria for 'High Resource Areas' per HCD, which were access to transportation, shopping etc. NOT what is called out in p. 2 of the 444 page HCD Draft dated 4/23. It seems like a big disconnect about what 'High Resource Areas' mean. I did not feel that the consultants who spoke last night were working for the residents of PH.

That said, I think if the city can re-zone an unstable, unbuildable hillside with a sinkhole into 30-40 units per acre, then they can re-zone an empty parking lot or empty commercial building for the same purpose. PH has to do better and not be cowed by the unwieldy and unreasonable new and unproven CA state guidelines.

Here are my ideas:

City of PH responds to the HCD by 5/30/23 with this list of potential properties below (and more that I am not aware of) to potentially build Low Income High Density Housing. Then as soils reports etc are done on each property, they are eliminated one by one and we are left with the old JC Pennys' location on CC Blvd. Done deal.! - Mangini Ranch - If it's a 'settled property' then unsettle it and rezone for "Low Income High Density Housing' (LIHDH) - DVC Overflow lot on Golf Club Road. Which is often empty and mainly used during the first few weeks of class before people drop out. Lease spaces from the mostly empty Floor & Decor Store a block away for DVC overflow. - 7th Day Adventist Academy on Gregory Lane. City buys the huge property with playing fields and they can relocate the church school. '
- Bed Bath and Beyond on CC Blvd.
- Gregory Village Shopping Center on CC Blvd. City buys this entire dated, large property and the stores relocate. There are 5 empty new storefronts at the corner of Old Quarry Rd and Gold Club Rd that have sat empty for over a year next to Los Pancho's.
- Beatrice/Cleavland 3 lots. Supposedly in flood zone, but the lot's are surrounded by homes, condos and the old PHHS which is now a middle school and adult school. Do they flood? If so, add landfill to raise the foundation or build a decorative levee or moat to contain flood waters. Great location. - Black Angus. City buys blighted, boarded up property. - Paso Nogal Hill. This property will be eliminated since it has been deemed an unstable and unbuildable hillside. Plus the narrow one lane each way road can not be widened there. - Morello Terraces. This property will be eliminated since it has been deemed an unstable and unbuildable hillside and has a sinkhole, which the planning consultants were not aware of! ~ome on Pleasant Hill, let's get creative and think outside the box!! Subject: Re: High Density Housing input for May 3, city council meeting This is SUCH a well written, smart letter!!!
I just wish I could offer a shred of encouragement re: the chances of these high density, low income projects be stopped (that's what they're going to be: projects), but I can't offer any hope. If these projects are actually built (& they will have to be to meet the state's requirements!), these two high-rise, low income apartment buildings will have a horrendously negative impact on this entire area.

After it got late last night, the planning commission tipped their hand. The state has already rejected other proposals&, supposedly, the city doesn't have any other properties in PH that will meet the law's criteria as practiced by the state (even though Morello & Paso Nogal don't provide what the state claims they want to provide for low income people, the ,tate's practices have been such that all they really care about is inserting low income families into middle class and upper middle class neighborhoods
whether or not these neighborhoods provide access to shopping, jobs, schools, and medical care all within walking distance or public transportation).

If PH doesn't have a plan in place by May 30, the state can basically take over this endeavor, call all the shots & build whatever they want, where ever they want.

The consultant they hired was SO incompetent. I could scream! I really think they could have come up with a much better and acceptable plan but they didn't even do soil studies for these two properties so the consultant's credibility is nonexistent. One of these properties was deemed unsafe for even a single family home in 1991 according to the city of Pleasant Hill because of unstable soil. Now they are miraculously perfect for a five story apartment building. Interesting ... ! Anyway, the plan will surely get approved by the council on May 16.

To whom it may concern at Pleasant Hill City Council,
My comments are public regarding tonight's city council meeting about High Density Low Income Housing on two parcels in Pleasant Hill:

Paso Nogal Road between Alhambra and Morello and Morello Terraces at the intersection of Morello and Paso Nogal Rd.

I believe that neither of these semi-rural properties are a good fit for 196 or 262 units and that these projects would be a better fit closer to downtown which have more services nearby. 2 Reasons being:
- There is already a traffic jam during rush hour at the eastbound intersection of Taylor Blvd at Pleasant Hill Road/Alhambra in the afternoons which is a traffic hazard. - Paso Nogal Road is a narrow, winding road that is dangerous with people driving at high speeds. ,,,,--. - This narrow road cannot be widened to accommodate hundreds more cars each day. - This would impact the semi-rural nature of the existing neighborhoods. - There aren't any services close by for low income people to use public transportation etc.

I am not opposed to adding this type of housing to the city of Pleasant Hill, I just think there would be more suitable areas closer to the downtown and Contra Costa Blvd where High Density housing would be a better fit.

Subject: Affordable housing proposal Paso Nogal
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless ou reco nize the sender.

Dear Planning Commission
I did not receive Correspondence in the mail regarding the proposed area of affordable housing at Paso Nogal, even though I live in the impacted neighborhood and therefore missed the Pleasant Hill City meeting yesterday. I found out after the fact through next door app. Please include and share my letter as part of the project consideration.

I moved to Pleasant Hill from Southern California and attended DVC and later university. When l arrived, I was so impressed by the green rolling hills of the neighborhoods and wildlife. Later my career allowed the opportunity to live in Marin County And I bought a home and lived there for eight years. Larkspur was beautiful, but ~omehow, I still missed my town and ultimately moved back and settled here.

What is great about Pleasant Hill?
Truly it is more affordable but it's has rural areas and a layout of the city that allows for much geographical diversity within a limited area.

1. Residents have an option to live in the active area of Contra costa avenue with the Sunvalley mall and restaurants or the revitalized downtown Pleasant Hill with the movie theater, restaurants and the summer concert events at City Hall. Active, vibrant and great for people on the go, but still with a small town vibe.

2. Residents also have the moderately active DVC college area with high school and elementary school in a residential neighborhood as well as Camelback community convenient for growing families and college students.

3. Beyond DVC there is suburban housing and open space areas with the surrounding Paso Nogal Park And even the bordering Martinez park of Hidden Valley. There are parks, open hillsides, deer and other wildlife for everyone to enjoy, even the weekend warrior.

That's part of what gives the city it's charm. Whichever area you choose to live in you can easily enjoy a quick change of pace. Thats why maintaining the integrity and diversity of the town is so important.

High density living and affordable housing makes sense nearer to downtown or Sunvalley _nall / Contra Costa avenue for many reasons:
1 1. Residents visiting downtown already expect high density and everything that comes with it. The good and the bad. There is traffic, noise, parking issues but good restaurants, movie theater, city activities and social opportunities. There is also city services for crime prevention already in the infrastructure of the daily police monitoring. Incorporating affordable housing into the already existing infrastructure is the best way to mitigate costs and control crime.

2. To be useful to residents, Affordable housing needs to be built where it makes sense.

Affordable housing In downtown or central Contra costa avenue has the necessary options for walkable employment, walkable food venues and vision/dental care.

Economically challenged residents often struggle with basic needs of reliable transportation. Walkable employment, bus routes are a necessity and will also support the residents and our businesses that desperately need labor.

3. Provide the infrastructure needed to support the affordable housing residents. Maintain the integrity of the city with high density, modem density, and lower density areas.

Avoid increased city expenses and tax dollars for police monitoring and long-term expenses for traffic control. Paso Nogal is one lane in each direction And a fairly windy and hilly road close up against the park. For safety reasons increasing traffic through there is not a good decision without expanding the road. If you expand the road, you not only take away the ambience of the area and safety of the park, you waste tax dollars. Morello merges into one lane at Paso nogal and Chilpancingo is one lane at Morello ( Although this is technically Martinez ). I don't see how these three one lane roads make a good selection for increased housing. In order to continue to expand housing in this area, it will creates increased traffic and the need to change these three main arteries. Now we talking about real tax dollars and expenses! A stop light at the intersection of Paso Noga!, and Morello will become a necessity. Please put high density affordable housing where it belongs, in a high density area that has the infrastructure for stop lights, multiple lane roads, police monitoring, walkability to necessary life services. Leave the ambience that is Pleasant Hill in Pleasant Hill. The few rural open spaces, peaceful parks and coexisting wildlife for everyone in the city to enjoy. Don't tum Pleasant Hill into Concord. Don't make us have to go to Lafayette to enjoy what our city already has.

Sincerely

Hello,
I was at the Ridgeview hearing last night. I was very impressed with all of the neighbors comments but I also want to thank you for all of the effort you are putting in to find a solution that does not destroy communities in the City you all obviously love.

I want to point out that the project managers from Mintier Harnish left out important details when providing "Facts". They said that this housing would be for low income families. Low income being 80% of the median income equating to about I 00,000 per year. Although low income is defined as 80% of the median, an important fact to know is that the Contra Costa affordable housing requires that 75% of low income housing vouchers be give to people making 30% or less of the median income which equals 42,850.00 per year, not 100,000 per year. The project managers tried to say that people living in these units would beteachers, hair stylists, store managers - people from our community. Average working people from our community would not qualify for this housing, further displacing residents in our community making it 1arder for residents to find housing.

These are details that the project managers conveniently left out. This makes me wonder what else they are not saying when they present items as facts. They offer no solutions and seem to be hand in glove with the State.

Please do your due diligence and do not just take their word for anything. There is always a way to find a better solution.

Thank you,
Rochelle

Re-Zoning Morillo Terrace and Paso Nogal
My husband Jim Ryan and I were both shocked and saddened to hear about the change to zoning in the open space in front of our street on Morello (Morello Terrace) and Paso Nogal. We were provided NO NOTICE about the re-zoning which I know is required by law. The notices the committee and city staff members say was provided was a paper that no one reads. It seems very sneaky to me and all the residents who live by us. That's why so many people showed up last night. The intersection of Morello, Paso Nogal and Netherby is already dangerous and cars rarely stop at the 4 way stop. Many of the Martinez residents use this intersection to get to Highway 24 to commute into SF or Oakland for work. Daily i see car run through the intersection regardless of there being people walking trying to get to Paso Nogal Park or Hidden Lakes Park. This area is already a hazard. There were more than a 100 people at the City Hall meeting for the planning commission to object to the Zoning changes. I am shocked to hear that the ENTIRE planning commission resides in the same part of Pleasant Hill, which was deemed not usable for a dense building project. The residents that live in the Paso Nogul and Morello/Netherby area all chose to live here since it was not a dense location and was all family housing. The Planning commission and their agents last night said these are the only areas in PH. That is incorrect we see many open parcels in PH. There is NO way a dense plan like the vendor provided last night should be passed. I could hear how each of the family around us were planning to sue if this was passed and housing 1 like that went into our neighborhood. We will join our neighbors making that plan. Most of us heard about the meeting on Next Door rather than the city or the planning commission. We're so very disappointed this was being sneaked through with out notification to all the residents it would impact. After living in PH for 8+ years this is the first time I've been to a meeting. It's been a peaceful refuge form having to relocate here for work from the Monterey Peninsula for work. I looked for 10 months from Pleasanton to Martinez and up along 580 towards Berkley since I work in Emeryville. We looked long and hard before choosing Pleasant Hill and Netherby Place. We checked the zoning and areas around the house we purchased to make sure we would never live in a dense area like the rest of the Bay Area. There is no way all the people on the planning commission should live in 1 neighborhood. It should be a diverse commission with people from each neighborhood to ensure the city is well rounded and all areas are taken care of.

I object to new housing on Paso Nogal. This is an exceptionally narrow street - it could not handle more traffic.

Also - what about emergency vehicles - ambulance - or fire truck - with significantly more traffic there will be bottle necks.

I invite members of the Committee to drive Paso Nagai before thinking of adding more people and more cars.

I am so beyond disappointed in the councils decision last night to push this through "with modifications".

The council did not stand by the dozens of neighbors who spoke and expressed their VERY real concerns. There was not one single comment from the public in favor of this plan. I opposed the plan prior but after learning so much additional information last night, I am actually fearful and scared of what is to come-for both my family with small young children in the neighborhood, as well as every other resident in our beloved community. I honestly could not sleep after the meeting ended because I am completely appalled by how this unfolded.

I realize that there are not any better options but this is NOT the solution either. The committee pushed it through because their scared of the ramifications, but how about you stand up and work to find a solution PRIOR to pushing this through.

I regret ever moving to this neighborhood that I have loved so much knowing that you all plan to take this away from us.

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you reco nize the sender.

To whom it may concern,
I write this email in regard to the planning of the "Morello Terraces" on Paso Nogal and Morello. I am formally objecting to the building of a large, multi-family complex, intended to house 396 units, in this area. The following reasons include, but are not limited to:
• The specific location offers little, to no public transportation that is easily accessible and transferable, similar to what would be needed for a large complex' s occupants to commute. • There are no accessible infrastructures within reasonable walking distance where safe sidewalks for children and adults are provided.
• This particular school district is already saturated. The superintendent, after much petitioning, allowed for one extra kindergarten class to be added due to the overflow and classroom size of incoming students. There is no room, not enough, teachers, not enough classroom, space, and this risks, the quality of education afforded to our ;hildren.
• Building or providing more classroom spaces would cost the district a substantial amount, that is unavailable. • The traffic congestion would be severe, given that most of the roads do not allow for more than two cars to pass at a time, at this time, both Kiki Drive and Viking are backed up during school drop offs and pick-ups. This means that cars are stopping on the roads and double parking during these times. Cars are having to park i.

Front of resident's driveways and hydrants daily to accommodate. The roads are already not clear for transport due to congestion, therefore adding 396-792 more vehicles is unreasonable in this suburban/rural area. • I don't believe that the number of police on staff at PHPD can safely accommodate a much higher capita.

Currently, the community generally believes that the PHPD needs more funding and to hire more police for the already high population for the small city. The potential for crime increases when you add a significant number of multi-family complexes, I don't want the PHPD any more strained than they already are. There have already been quite a few new housing developments built up.
• This size capacity in a housing structure needs to be in a more accessible area, Accessible to conveniences within walking distance, public transport, highway, and services. There are plenty of locations available for that that can accommodate the size we are looking at.

Thank you for your time and consideration in this matter.

Another reason these two planned high density, low income housing units should be placed somewhere else:
this area of Pleasant Hill already has TWO large, low-income high-density housing units on the comer of Chilpancingo and Old Quary. Other areas of Pleasant Hill need to share in this endeavor.

We also already have numerous apartment complexes in this area around DVC. Additional housing has been built in the parking lot of DVC, as well.

The proposed projects should not be built on Morello Avenue and/or Pasa Nogal for these & many other reasons I noted in my previous email, also.

STRONG OBJECTION: Low Income/ High Density
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Hello,
While I am unable to attend tonight's City Council meeting (either in person or virtually), I'd like it be noted that both my husband and I strongly object to the proposal that is on the table for a housing project on Paso Nogal, between Morello and Alhambra. Aside from the fact that this city already has multiple housing projects in progress, two of which are right down the street on Taylor Blvd, our schools CANNOT handle anymore children - never mind the additional traffic in this already congested neighborhood. My daughter is a 2nd grader at Valhalla and already has 32 children in the classroom. This is absolutely absurd and unacceptable.

I appreciate the effort to help the low income community, however, I can assure you that this will force long time Pleasant Hill home owners to simply sell and move. Don't let the economy fool you, it's still a sellers market.

I would appreciate a confirmation receipt of this email and my feedback on the matter noted.

Thank you,

Hi,
HCD's latest letter asked Pleasant Hill to analyze constraints to building housing in RCAA's instead of in the lower density areas.

Pleasant Hill proposed rezoning two parcels in higher resource areas. Even though these parcels do not border the park, neighbors are complaining, saying it will cause "irreparable damage" to the park. The type of damage the apartments would cause was not specified.

There is a change.org petition and apparently also a Gofundme. https://www.change.org/p/save-pleasant-hill-s-paso-nogal-stop-the-high-density-housingelement Pleasant Hill should analyze the impacts of this type of community opposition on land use in Pleasant Hill.

Housing Element - Site "A"
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Troy -
I just went back to take another look & see the very latest version of what you are presenting for Site "A": - the DVC Overflow Parking Lot - in the 2023-2031 Housing Element. There ARE a number of problems in the description for this particular Housing Opportunity site. 1- In earlier versions, the site was represented as being ELEVEN acres of which FIVE acres would be allowed to be developed - the minimum density was given as 70 du/ac which has remained constant. However, the developed area went from 5 to 6 to 7 and now is back to SIX acres ..... but 350/70 = 5 or conversely, 6x 70 = 420 du. Please explain your figures!!! Also, the Site Size is now shown as being only TEN acres. 2- Also, it is stated that "The parking lot ... often does not reach half its capacity". That has been true since 16 March 2020 thru the current school year. But if that were a true representation of the FACTS, then please explain why in pre-pandemic days there were upwards of TWO HUNDRED DVC student vehicles using my RESIDENTIAL neighborhood (south of Viking Drive) as their preferred parking lot! And there were even more student vehicles using the RESIDENTIAL neighborhoods to the East, North & West in the same wayFOUR days per week when school was in session ! ! 3- Since the City has little to no control at all on how the Community College District uses any of its properties, it is CRITICALLY IMPORT ANT that we understand what their planning is for this particular site. The HE & the City Manager have made some vague statements about meetings that have been held with DVC Representatives, so we have made MULTIPLE requests, both verbal & in writing in the HE / GP AC documents, for documentation on how DVC would propose to utilize this site - TO DATE, ABSOLUTELY NOTHING has been shared with all Pleasant Hill Residents!!! We have no idea how they would propose to resolve BOTH the on-going parking issues and what type of dwelling units they would provide - would there be a large number of student dorm rooms with a common eating facility, full studio to 4 bedroom apartments, or something else ??? How tall would the overall buildings be ? Do you need to be reminded that some of the residents on the west side of the CC Canal were objecting to the proposed 3 & 4 story residential buildings on the Choice in Aging site ... even if this did not obstruct their views of the hills & Mt. Diab lo ??
These are all very important issues regarding this one site - please see that they are addressed PRIOR to the City Council meeting scheduled on Thursday May 18th I I I Jack Prosek

Low income housing

I fully understand that all people need housing , please look at Antioch, they have had more killings, shootings, robberies and Gangs since that opened their city to low income sect 8.

Pleasant hill will lose its value, they will need more police officers and ect.

Do not ruin your city as well as the neighboring cities.

Again Antioch is your example of what you will creat~ . 1 Lyone Conner

Good Evening,
I am a resident that lives off of Paso Nogul. I am against putting low income housing in the area. There are family homes in the area and it has been shown that not only will it generate more vehicles in the area also low income housing generate more crime. I have only lived in the area for 4 years and have never had any problems. I am against low income housing in the area.

Thank You

An Alternate Housing Proposal...

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless ou recognize the sender.

To Troy Fujimoto & Pleasant Hill Planning Staff:

When the Planning Commission reluctantly recommended forwarding Pleasant Hill's revised Housing Element to the City Council for consideration, they directed Planning Staff to review to see if there were alternate vacant sites that might be considered. We understand the difficult situation HCD has placed the city in to obtain approval of the city's Housing Element and we have an alternate proposal we ask Planning staff and the City Council to consider.

HCD had two concerns which drove staff to propose the revised Housing Element. The first of these was that the majority of new housing was in moderate or low resource areas. Looking at HCD's map of resource areas, we note that the sites along Contra Costa Blvd are adjacent to high resource areas. Additionally, the JCPenney site is surrounded by a moderate resource area. When these sites are repurposed, they would be redeveloped to be in better condition and better resourced than they are currently. So, it is reasonable to assume the Contra Costa Blvd sites would join adjacent properties as high resource areas and the JCPenney site would join the surrounding area as a moderate resource area. Thus, when considering compliance with Affirmatively Furthering Fair Housing (AFFH), the city's original Housing Element meets the spirit of that law in the best possible way by bringing more parts of the city into higher resource areas. 1 Figure A-33 Sites Inventory: Vacant and Underutilized Sites by Income Category \

The second HCD concern was the heavy reliance on non-vacant sites in the city's Housing Element. Their concern was that over reliance on non-vacant sites reduced the probability of achieving the housing construction target. Of the 31 vacant sites identified by the city, only 11 were larger than the 0.5acre minimum HCD requires. And of these 11 sites, six were smaller than an acre, two were smaller than 2.2 acres, and one was in a flood zone which is not allowed by HCD. This left only two sites, Paso Nagai and Morello Terraces, to provide any meaningful number of housing units. And residents have already voiced significant traffic and safety concerns with these sites. Contrast this with the 12 non-vacant opportunity sites which was narrowed from an even larger number during the review process. This shows that in Pleasant Hill's case, the use of non-vacant sites has greater potential, is more pragmatic, and has a greater likelihood of success than the use of the limited number of vacant sites which is driven solely by arbitrary HCD acceptance criteria.

We thus ask Planning staff and the City Council consider approaching HCD to reconsider their position. Pleasant Hill's original Housing Element meets the spirit of AFFH by upgrading areas in the city to higher resource categories and represents a more pragmatic and realistic plan than alternates that simply check the box on HCD's acceptance criteria.

Question As you know, the Planning Commission meeting regarding the General Plan and Housing Element or drew a very big public response with all speakers against the Morello and Paso Nogal sites slated Comment: for hight density. At the same time, speakers acknowledged the need for affordable housing but not the way the HDC proscribes a one size fits al approach. We were told the commission's and council's hands are tied not much can be done regarding the zoning for those sites. I'd suggest the council invite our state Rep Tim Grayson to the meeting to hear first hand from his constituents.

Not speak, sit and listen. Then, the council work with him to see if there are ways he can facilitate the HCD and Pleasant Hill to find mutually workable solutions by reexamining the HCD's assumptions, about Pleasant Hill, and the facts on the ground.

Subject: Plan to rezone Morello Terrace and Paso Nogal
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

Dear City Council of Pleasant Hill,
We are writing to express our strong opposition to the plan to rezone the vacant lots on Morello Terrace and Paso Nogal for high density dwelling units. This plan is not only inconsistent with the State Senate Bill 10, but also detrimental to the surrounding environment and residents.

State Senate Bill 10 authorizes a local government to zone any parcel for up to 10 units of residential density per parcel, if the parcel is located in a transit-rich area or an urban infill site. However, the vacant lots on Morello Terrace and Paso Nogal does not meet these criteria. These lots are located in a low resource area, with limited access to transit, goods, and services. These parcels are also far from any urban center, and would increase the costs of transportation and infrastructure for the potential residents.

Moreover, rezoning these lots for high density dwelling units would pose serious safety and environmental risks. These lots are both situated on a hill that is unstable and prone to soil erosion and landslides. The recent storms have only exacerbated this problem, and adding more weight and pressure to the hill would make it worse. These lots are also in a high fire hazard zone, and increasing the density of housing would limit the emergency response services and create more hazards for evacuation. The methods of ingress and egress are already limited, and adding more traffic and congestion would endanger the lives of both existing and new residents. Developing these parcels for housing will require significant engineering and environmental mitigations.

The plan to rezone these lots also lacks due diligence and public input. It seems that the City Planning and their consultants have rushed this plan just to comply with the HCD deadline, without considering the negative impacts and alternatives. There was no adequate environmental review or community engagement process, and the plan does not conform with the city's General Plan or zoning ordinance.

We urge the City Council to reject this plan and convince HCD to reconsider other alternate locations for high density dwelling units, such as the vacant JC Penny parking lot, the Mangini and Beatrice locations, or other sites that are more suitable for transit-oriented development and urban infill.

These locations would not only comply with State Senate Bill 10 , but also provide more benefits and opportunities for affordable housing, economic development, and social equity.

Please do not approve this reckless and dangerous plan that would harm the environment and residents of Pleasant Hill. Please listen to the voices of your constituents who have tremendously invested in this community.

Sincerely,
Emer and Maria Delos Reyes
