CITY COUNCIL STAFF REPORT
Meeting Date: June 05, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-23 AUTHORIZING THE CITY

MANAGER TO EXECUTE A SECOND AMENDMENT TO A DESIGN
PROFESSIONAL SERVICES AGREEMENT WITH ALTA PLANNING +
DESIGN, INC., FOR THE BICYCLE AND PEDESTRIAN MASTER PLAN PROJECT NO. 03-20

SYNOPSIS
The purpose of this item is to consider adopting a resolution authorizing the City Manager to execute a Second Amendment (Exhibit A) to the Design Professional Services Agreement with Alta Planning + Design, Inc. (Alta) to update and finalize the Bicycle and Pedestrian Master Plan, Project No. 03-20. Alta will perform planning and design services to address comments received on the General Plan’s Circulation Element and comments from the Bicycle and Pedestrian Master Plan Town Hall discussion held on April 18, 2023. Additional services will include narrative on corridor designations, transit and parking operations, and expanding the section within the plan on Safe Routes to Schools.

DISCUSSION
Background
The City executed a Design Professional Services Agreement with Alta in February 2020 (Exhibit B) to prepare a Bicycle and Pedestrian Master Plan. The Master Plan provides a policy framework for planning, conceptual design, project prioritization, implementation, and funding strategies. In April 2020, Alta conducted public outreach to stakeholders to receive public comments and input. The Bicycle and Pedestrian Master Plan was previously reviewed by the Traffic Safety Commission in September 2020 for consistency with the plan’s vision statement, the document’s technical accuracy, and implementation of the bicycle and pedestrian facilities within the City. The Planning Commission reviewed the document in January 2023 and provided feedback and suggested updates on several sections of the plan. A Town Hall discussion led by Councilmembers Noack and Vinson was held on April 18, 2023, specifically related to the Bike and Pedestrian Master Plan. As a result of the feedback received, Alta will revise the Plan to reflect the comments and direction provided and align the document with newly adopted General Plan 2040 initiatives.

Analysis
Bicycle and Pedestrian Master Plan Update. As a policy document, the Master Plan requires:
1) further updates of technical data; 2) revisions to reflect modifications made to the City’s General Plan 2040 Circulation Element; and 3) verification of consistency between the Master Plan and General Plan documents. Alta will perform the planning and design services tasks, as shown in Exhibit C.

CEQA Exemption. Additionally, Senate Bill 922 (SB 922) was signed into law recently by the governor. The new law allows the City to exempt the Bicycle and Pedestrian Master Plan from further environmental review otherwise required by the California Environmental Quality Act (CEQA). SB 922 became effective January 1, 2023, meaning the City may adopt the Master Plan without delay attributable to additional environmental review.

FISCAL IMPACT
The Alta proposal is for a not-to-exceed amount of $10,000 on a time and material basis. The proposal is complete and acceptable and it is reasonable to include a contingency of 20 percent ($2,000), thereby increasing the total project budget by $12,000. The original Agreement with Alta was in the amount of $57,200. The First Amendment to the original Agreement required an increase of $21,600 above the original cost. The Second Amendment will increase the contract total amount by $12,000 to a new not-to-exceed total of $90,800. There are sufficient gas tax funds for the project budget in the Traffic Calming Program (IP-1) that was approved by City Council in July 2022, as shown in Exhibit D.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
