CITY COUNCIL STAFF REPORT
Meeting Date: June 26, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-23 APPOINTING ETHAN
BINDERNAGEL AS CITY MANAGER, APPROVING AN
EMPLOYMENT AGREEMENT FOR CITY MANAGER SERVICES
WITH ETHAN BINDERNAGEL, AND AUTHORIZING THE MAYOR TO
EXECUTE THE EMPLOYMENT AGREEMENT FOR CITY MANAGER
SERVICES
SYNOPSIS
After the announcement of the retirement of the former City Manager, the Mayor and Council members directed staff to select and hire an executive recruitment firm to fill the upcoming vacancy. Peckham & McKenney was selected to conduct the search for the next City Manager.
DISCUSSION
Background
The search resulted in 50 applicants, of which only 8 were well qualified on paper and matched the ideal candidate description which was developed with input from the full City Council. After a closer review of the applications, only 4 candidates were selected to interview with the Council and the Subject Matter Expert (SME) panel which was comprised of other City Managers.
Analysis
After selecting Mr. Bindernagel as the top candidate, negotiations for the employment contract commenced. The process is complete and the agreement is before Council for approval. The agreement specifies salary, benefits, and other terms and conditions of employment similar to those in the previous agreement for City Manager.
FISCAL IMPACT
There are sufficient funds available for the City Manager’s salary in the approved FY23-24 budget.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Staff recommends the City Council adopt the proposed resolution appointing Ethan Bindernagel as the new City Manager, approving the Employment Agreement for City Manager Services with Ethan Bindernagel, and authorizing the Mayor to execute the attached Employment Agreement for City Manager Services.
ALTERNATIVES TO RECOMMENDED ACTION
Provide alternative direction to staff.
