CITY COUNCIL STAFF REPORT
Meeting Date: June 26, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ____-23 AUTHORIZING THE CITY
MANAGER TO INCREASE THE BUDGETED AMOUNT OF
ADDITIONAL MONDAY HOURS AT THE CITY LIBRARY FROM
$215,000 PER YEAR TO $220,153 USING THE AMERICAN RESCUE PLAN ACT OF 2021 (ARPA) FUNDS AND EXECUTE SUBLEASE
SUPPLEMENT NO. 2 FOR FY 2023/2024
SYNOPSIS
The City entered into a Library Lease and Service Agreement on June 7, 2022, with Contra Costa County (County) prior to the opening of the new library facility at 2 Monticello Avenue.
The Library Lease and Service Agreement superseded the previous Temporary Agreement to ensure service continued at the new library.
This Library Lease and Service Agreement included an Addendum that would allow the City to pay for additional County staff hours on Mondays using the American Rescue Plan Act of 2021 (ARPA) funds. The actual cost of providing “Monday hours” at the library is slightly above the projected cost and, therefore, requires City Council’s approval of a minor budget adjustment to pay the difference.
DISCUSSION
Background
As described in the Library Lease and Service Agreement, “Base Hours” are the number of hours of Library Services that the County will provide each week in a Fiscal Year. The number of “Base Hours” paid by the County is 40. As per Resolution 42-22, City Council approved the option of paying for additional “Monday” County staff hours using ARPA funds. Monday hours have been successful and welcomed by residents, and the City continues to receive very positive feedback about these extended library services.
The anticipated cost of additional “Monday” hours at the new library, starting January 1, 2023, was $215,092 per year. The actual cost for the additional Monday hours for FY 2023/2024 is $220,153, an increase of $5,061.
Analysis
When the City entered into the Library Lease and Service Agreement with the County on June 7, 2022, the cost of living and salary increase adjustments were not yet known and had not been incorporated. Therefore this amendment is necessary to offset the minor additional costs attributable to these adjustments.
FISCAL IMPACT
The anticipated cost of the additional “Monday” hours at the new library has increased from $215,092 to $220,153, which is $5,061 above the previously approved amount set by City Council in the current City budget. This minor budget adjustment to pay for the additional “Monday” hours will be paid for with ARPA funds.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Adopt the resolution.
ALTERNATIVES TO RECOMMENDED ACTION
Direct staff to find an alternate funding source to ARPA to pay for the increased cost of the additional “Monday” Hours.
