I am writing to express my support for new district map that advocating five districts.

The city council currently have 5 members on the panel and what’s wrong with developing the map with five districts.

Hasn’t that been serving the needs of the community well? Dividing the city into only four seats means that everyone’s representation on the panel would be a little less. A five district means that five people can more effectively represent the individuals in neighborhoods across the Pleasant Hill landscape on the council.

Your consideration of these perspectives are appreciated.

Thank you

It is my understanding that you are drafing an ordinance that would allow for the adoption of a map that divides Pleasant Hill neighborhoods. In addition, it is also my understanding that the fourdistrict map on the ballot would cost approximately $100,000. I am a resident of Poet's Corner. I support a five-district map that keeps the neighborhoods of College Park, Gregory Gardens and Poet's Corner together, instead of dividing them up. I am opposed to Mayor Flaherty's proposal for a four-district map. I believe that as Councilmembers, you should work for the best interest of our city. Dividing neighborhoods is not in our best interest. I urge you to vote against adopting an ordinance that includes language that can divide our neighborhoods and instead support moving forward with the community five-district map. Thank you for taking the time to read this and for representing the residents and taxpayers who have elected you to office.

Pleasant Hill residents have been speaking up during council meetings to advocate for a community created 5-district map that keeps neighborhoods whole (Map 5). I understand PH City Council is pursuing an ordinance that adopts Map 5 with a concerning provision. The provision would enable the City to change from the agreed upon 5-district map to a divisive 4-district map through a measure on the March primary ballot. All proposed 4-district maps divide neighborhoods including Poet's Corner, Gregory Gardens, Woodside Meadows, College Park, and the communities east of Contra Costa Blvd. Adopting the 5-district map without the ballot provision would save the City approximately $100,000.

We are asking Pleasant Hill City Councilmembers to:

1. Respect the will of the community by adopting a 5-district map for district elections.

2. Remove any provisions in the proposed ordinance that would allow for the ultimate adoption of a 4- district map.

3. Uphold the principles of fair district maps and prioritize maintaining neighborhood cohesion in district map decisions.

4. Not waste taxpayer money on a ballot provision in March 2024.

Implementing a 4-district map would be a significant disservice to Pleasant Hill.

Your Neighbor,
Cathy Teegardin

Hi Pleadant hill Council-members
I have been a resident of Pleasant Hill since 2021. I enjoy the multi cultural nature of the community and doNOT support a change in districts to a 4 district map.It seems to discriminate people of varying ethnic backgrounds and disrupt the nature of the overall community I have come to enjoy. Your are taking away important representation by this change.

I suggest:

I am not able to attend your upcoming meeting because I do not drive. I am legally blind and a senior citizen. I plan to urge all of my friends and neighbors to oppose your 4 District plan. I sincerely hate politics and believe you are Gerry meandering our local community for your own benefit.

T=Respectfully,
Gayle Hall

Hi - I fully support having one "at-large" district for the city. This will help ensure we have the best qualified city council members by not eliminating dedicated & talented individuals just because there happens to be two living in the same area.

I've been a resident of Pleasant Hill for 45 years. I will try to attend the city council meeting where this issue will be on the agenda.

Dear Councilmbers and Honorable Mayor,
I am a resident of Gregory Gardens, and I am writing to request that you approve the ordinance to create the 5-district map that has been proposed for district elections of the Pleasant Hill City Council.

I am very proud to be a Pleasant Hill resident, and I am prouder still to be a resident of Gregory Gardens, where my family and I have lived since 2012 when we bought a home in Pleasant Hill. It is important to me that we keep the neighborhoods together for district elections and not break them apart.

Therefore, I urge you to support the community-created 5-district map that keeps the neighborhoods whole and to oppose any provision in the ordinance that could lead to a 4-district map that would divide these neighborhoods.

Thank you,
Alexandra Bonshahi

I am submitting my input on the city's effort to move toward a district-based election, and I am in favor of Map 1: 5 districts, with the opportunity to rotate the Mayor role annually.

Thank you.

New map is crazy, it seems to jump all over the place. Take the area south of Geary and make that a cohesive group. What is wrong with the current map? The new one is ridiculous, and I see no reason to ch Jennifer Schaefer

Dear City Council and City Attorney,
Thank you for selecting the 5-district Map 5 as your choice for by-district elections. While it was not my personal first choice, it is a good map and aside from the Twinview/Greenwich area, it does not have many other faults. It seems no map is “perfect” and I believe this is a solid and defensible choice.

What is not defensible is your proposal to put an option of a 4-district map on the March 2024 ballot. Three councilmembers (Noack, Shess, and Vinson) all expressed valid concerns about this at the May 22nd meeting and again at the June 5th meeting. Also, at the end of the May 22nd meeting, Mayor Flaherty said “I’m not hearing any resounding support for a 4-district map”.

Considering how little discussion was devoted to a 4-district option, and considering the comments from 4 out of five Councilmembers, the public was led to believe that the 4-district option was no longer under consideration. So, it was a shock on June 5th, to hear the proposal to put a 4-district map on the ballot in 2024.

During the June 5th Council meeting, Mayor Flaherty said the demographer’s 4-district Map #1 “looks pretty good to me”. That map is the same gerrymandered map as the 5-district version, with the same jog down Shelly to split councilmembers homes. Map 1 is unacceptable. You all agreed that you did not like the 5-district version of this same map. Of the three current 4-district options, Map 1 is the worst choice.

My concerns about putting a 4-district option on the ballot are:
1) You will not have met the terms of the potential law suit if you leave the entire solution up in the air. This would leave us exposed to the continued threat of suit. a. Leaving an option for a ballot measure without selecting a specific map or detailing how the at-large mayor position would be structured is leaving this process entirely open. That is not a solution.
b. You have already established that a majority vote does not necessarily make a legitimate legal choice.
2) There has been very little discussion, during Council meetings, about the 4-district option.

Some of you have made statements that led the public to believe that this option was no longer under consideration.
3) Which 4-district map will be presented on the ballot? You have not agreed on any of them at a meeting. Will you do that later? Or will you start this entire map production/review process over again?
a. If you proceed with putting a 4-district option on the ballot, you should reopen submittal of new maps and public comment for review of those maps. Otherwise, by ignoring that option until the last moment, you will have circumvented that entire review process. The process needs to follow the same steps we are following now for the 5-district maps. b. You only have 3 maps to choose from, including the demographer’s gerrymandered map.

Since you implied that you were not considering 4 districts, the public did not create maps for that purpose. The two other maps you have were created in haste by myself and one other person. Since then, I have created a better map which is displayed on the next page.
c. If you put Map 1 forward, you are putting forward a poor map with districts that are not compact and do not respect communities of interest. Even if more than 50% vote for it, that does not make it valid.
4) Who will write the ballot measure so that it will be clear and impartial? How will you ensure the public understands this complex issue?
a. The ballot measure must be done independently from the Council in order to preserve objectivity. An independent commission is required.
b. Who will write the counter to the measure? There is no group organized to do that. You’d be forcing residents to organize such a group, and they’d be at a severe disadvantage. i. During the June 6 meeting, Mayor Flaherty said there would be people campaigning for and against this issue for the ballot. Why would you force the public to do this? c. How can this be presented clearly in election materials? Even the printed full color 11x17 version of the maps are very difficult to see. The fuzzy black and white newsprint will be far worse.
5) Why would we spend $46,000 to $92,000 on this? You say it is to give the general population their voice. But where is the precedent for that? I can’t think of a single other issue that has been put to a vote. In every decision you have made, you have not once deferred to a public vote.
6) You admit having this measure on the ballot would be “uncharted waters”. There is no track record for other cities doing this. Why would we want to risk being the first? Please remove the option of a 4-district map with an at-large mayor from the proposed upcoming ordinance. It is fraught with problems and puts us at risk for further legal action.

Alternative 4-district map
You are no longer accepting new maps. However, the three 4-districts maps you have now, are not good choices. If you are determined to proceed with a ballot option for a 4-district map, you need to re-open map submittals and public review.

This map has good population deviation (8% max), there are virtually no split neighborhoods (except for the south-east side of Roberta, and the west side of Morello). And the minority representation is reasonable in both districts 1 and 3. The layout also provides a nice way to describe them: north, central, south, and east.

Subject: Concerns about the proposed 4-District Map
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender.

I am a 33-year resident of Pleasant Hill, and have been a homeowner in the College Park area since I moved here in 1990.

While I was able to attend the early meetings on the proposed redistricting, I’ve been out of town during most of the other meetings. I was rather surprised and dismayed to find that the City Council is now favoring a four-district map that breaks up most of the areas of commonality in the city.

The submitted 5-district Map 5 does a much better job of all aspects of a desirable multi-district map. It keeps together areas of commonality, has coherent, clean and compact district boundaries, has nearly-equal populations within each district, and provides for minority-majority representation within the city where it makes sense (which happens to be my district of College Park). Additionally, the 5-district map allows a mayor to be chosen by the City Council from among its members as it does now, rather than having a separate at-large mayor.
2 3
As a long-term resident of Pleasant Hill, the boundary lines of the proposed four-district map make no sense do me, and seem incoherent. It certainly breaks up the area of commonality I am most familiar with — the College Park/Camelback area. The district shapes are contorted into areas that do not make much sense. I don’t see how this serves the residents of the city. 4 5
Please reconsider this proposal, and dismiss the four-district map in favor of Map 5’s five-district boundaries.

Hello,
I have attached my letter the City Council.

June 21, 2023
To the City Council,
I am writing to you to express my objection to the late addition of any 4-district map option.

As one who has witnessed this process from the start, this Council has up to now clearly downplayed the 4-district map idea. Numerous Council members spoke out, several times, against 4 districts. Our Mayor recently led us to believe that there was no support for 4 districts.

Yet suddenly, late in the game, we find the Council suggesting an option that has clearly not been discussed with the voters.

There are only three 4 districts maps and none these are usable. To proceed with any 4 map idea, I strongly feel that you will need to completely restart the process. Please do not kidnap the 5 map plan we were led to believe was approved and do a late switch to a 4 map plan. It completely cuts up neighborhoods which is against the very reason for districting.

I must say that the Mayor’s recent suggestion “that Map #1 looks pretty good to him” is leading our city down a dangerous path. That is a completely gerrymandered and unacceptable map. Any further attempt to pursue it, could lead the City to costly results. Our own Council members spoke about how bad map #1 was and that is good enough for me. Forget Map #1.

Last, the idea of our City putting out a ballot measure without any real planning, is a bad plan.

How can you hold your heads up knowing the cost of this to the City? Please just approve 5 districts and help work towards healing the Council’s standing among the neighborhoods that look to get the most from this redistricting.

Dick Offerman
