RESOLUTION NO. ____ - 23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
REJECTING ALL BIDS FOR THE CONTRA COSTA BOULEVARD IMPROVEMENT PROJECT (VIKING DRIVE TO HARRIET DRIVE), PROJECT NO. 02-23; AND
DIRECTING STAFF TO MODIFY THE BID DOCUMENTS AND RE-BID THE PROJECT WHEREAS, the City has adopted the FY 2022–2027 Capital Improvement Plan (CIP), which includes the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23, (Project G-26 in the CIP) as a funded project; and WHEREAS, the construction plans and bid documents entitled Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23, were prepared and advertised as required by the California Uniform Construction Cost Accounting Commission; and WHEREAS, on June 6, 2023, Engineering staff publicly opened and read aloud three bids for the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23; and
WHEREAS, the bid proposal of $9,660,532.30 from the lowest responsible bidder is 24% greater than the approved construction budget of $7,780,000; and WHEREAS, the project construction expense of $10,626,585.53, which includes a standard 10% contingency, is $2,846,585.25 greater than the budget approved by City Council on July 11, 2022, per Resolution No. 59-22; and
WHEREAS, the California Uniform Construction Cost Accounting Commission requires that the City award a contract to the lowest responsive bidder or reject all bids; and WHERES, the City Engineer recommends that the City Council of the City of Pleasant Hill reject all bids received for the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
1. The City Council rejects all bids received on June 6, 2023, for the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23.
2. The City Council directs staff to modify the bid documents for the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23, and re-bid the project.
