SYNOPSIS
TRANSPAC meets to provide direction to its staff and make recommendations to the Contra Costa Transportation Authority (CCTA) on significant transportation and land use issues. The attachments to this report include the CCTA Executive summary and Board meeting minutes for April 19, 2023 and May 17, 2023 and the TRANSPAC Committee meeting summary minutes for April 13, 2023 and May 11, 2023.

DISCUSSION
Background
TRANSPAC was formed in 1986 to provide the cities of Central Contra Costa County a forum to discuss mutual planning and transportation issues. When Measure C, a countywide transportation proposition, was adopted in 1988, TRANSPAC became the official regional transportation, land use, and housing forum for Central Contra Costa County. The member agencies include Contra Costa County, Clayton, Concord, Martinez, Walnut Creek, and Pleasant Hill.

TRANSPAC meets to discuss transportation-related issues. A Councilmember and a Planning Commissioner represent each jurisdiction. The Chair to the CCTA then submits the actions.

Analysis
An Executive Summary of the actions taken on April 19, 2023 and May 17, 2023 at the CCTA Board meetings is included along with the meeting minutes. The actions taken at the TRANSPAC Committee meetings on April 13, 2023 and May 11, 2023 are included in the attached minutes.

At the May 17, 2023 CCTA Board meeting, the City of Pleasant Hill Measure J Growth Management Program (GMP) Compliance Checklist for Calendar Years 2020 and 2021 was approved. The Authority Board approved payment of $771,491 in FY 2021-2022 Local Street Maintenance and Improvement funds to the City of Pleasant Hill, with a second (off-year) payment of FY 2022-2023 funds on the one-year anniversary of the first payment.
