SYNOPSIS
The Diablo Vista Water System (DVWS) 12” Main Rehabilitation Phase II Project No. PSC-02-22 provided improvements to improve water service reliability and continued operations of the Diablo Vista Water System. The contractor, Paulson Cox Construction, Inc. has completed all of the work to the City’s satisfaction. The purpose of this item is to consider the acceptance of the DVWS 12” Main Rehabilitation Phase II Project No. PSC-02-22 as complete and to authorize the issuance of a Notice of Completion.

DISCUSSION
Background
The City of Pleasant Hill operates a non-potable water system, the DVWS, which supplies irrigation raw water to approximately 475 homes within the City. Non-potable water is supplied to the DVWS by a pump station which draws untreated water from a canal (operated by the Contra Costa Water District (CCWD)). This section of water main is the transmission line from the pump house to the distribution system. It is over 65 years old and has experienced numerous leaks due to pipe failures in the past, which required the entire system to be shut down for repairs. Replacement of the water main was required to provide reliable service to the system.

On December 5, 2022, the City Manager, under the powers authorized by the City Council in Resolution No. 105-22, executed a contract with the low bidder, Paulson Cox Construction, Inc. for the DVWS 12” Main Rehabilitation Phase II project. A total budget of $561,550.15 (including 15% contingency) was authorized for the construction of the project.

The DVWS 12” Main Rehabilitation Phase II project is a City Project and is identified in the approved Capital Improvement Plan FY 2022 – 2027(CIP). For funding purposes, the project had been broken into two separate phases. Phase I, completed in 2018, replaced approximately 1,275 linear feet of the 12” main, including all valves, laterals and appurtenances on Stevenson Drive, Byron Drive, and Marvin Drive along the existing right-of-way. Phase II rehabilitated the remaining 725 linear feet of 12” main located within the Contra Costa Canal (United States Bureau of Reclamation (USBR)) right-of-way, on Stevenson Drive, and between Oakvue Road and Roberta Avenue by utilizing the “Open-Cut” and the “Cured-in-Place-Pipe” method. Staff obtained all necessary permits from the USBR and required easements from the private property owners at 83 Roberta Avenue to complete the work.

The Project Bid Schedule for this project also listed an alternative work scope, Alternative Bid 1, which replaced 150 linear feet of 12” pipe along the USBR right-of-way (i.e. the canal trail, from the Diablo Vista Pump House to Stevenson Drive). Due to favorable bid prices, this work was approved by the City Council at the time of project award and incorporated into the project scope of work.

Analysis
The DVWS 12” Main Rehabilitation Phase II Project No. PSC-02-22 is now complete to the satisfaction of the City in accordance with the construction plans and specifications. Project work began on January 30, 2023, and was substantially completed by April 14, 2023, within the project contact time and prior to the start of resident irrigation service. There have been no issues with the newly installed system since irrigation service began this spring.

The cost of construction (including change orders) is $525,275, which is $36,275.15 below the City Council-approved project budget of $561,550.15. Change order work included the installation of an additional 160 linear feet of new 12” water main on Stevenson Drive, from the canal trail to Elliot Drive. This work, originally part of the Phase I project, had been deleted from the Phase I project scope due to a lack of available materials, and was incorporated into the Phase II work.

After project acceptance, the City will have a one-year maintenance period with the contractor to address any problems that occur within that time frame.

FISCAL IMPACT
The final project cost is $525,275. The project was funded by available and programmed DVWS Fund 82 funds.

PUBLIC CONTACT
