HOME"

SYNOPSIS
City staff is requesting the City Council’s approval to transmit a response letter to the recent Civil Grand Jury report entitled “Affordable Housing: A Plan Without a Home.”

DISCUSSION
Background
The Contra Costa County Civil Grand Jury is annually empaneled to investigate city and county governments, special districts and certain nonprofit corporations to ensure functions are performed in a lawful, economical and efficient manner. Recommendations resulting from these investigations are provided to the jurisdictions.

In accordance with Section 933(c) of the California Penal Code, the governing body of a public agency or its designated administrator must respond to these recommendations to the presiding judge within 90 days. These responses are a matter of public record and are available, upon request, from the clerk of the Superior Court.

Analysis
The 2022-2023 Contra Costa County Civil Grand Jury issued a report in June 2023 entitled “Affordable Housing: A Plan Without a Home” (report number 2306). City staff has reviewed the report and prepared a letter to the Civil Grand Jury containing the City’s responses to each of the report’s findings and recommendations applicable to Pleasant Hill. Staff recommends that the City Council approve transmittal of the letter to the Civil Grand Jury.

FISCAL IMPACT
Some of the Grand Jury’s recommendations, if followed by the City, could have a fiscal impact on the City; however, with the responses in the letter, the City is not expected to experience any fiscal impact.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Approve transmittal of the response letter by City staff.

ALTERNATIVES TO RECOMMENDED ACTION
