CITY COUNCIL STAFF REPORT
Meeting Date: November 20, 2023
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-23 AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH PARK ENGINEERING TO PROVIDE ON-CALL
CONSTRUCTION INSPECTION SERVICES
SYNOPSIS
The City Council is requested to authorize the City Manager to execute a Professional Services Agreement with Park Engineering to perform construction inspection services related to general inquiries received by the Engineering Division, encroachment permits, utility projects and Capital Improvement Projects as identified in the FY 2022-2027 Capital Improvement Plan (CIP), due to the pending retirement in December of the current Construction Inspector.
DISCUSSION
Background
Staff is requesting the use of construction inspection support services from Park Engineering to supplement engineering staff inspections during the hiring process of the Construction Inspector for the Engineering Department. The recruitment of the Construction Inspector has already begun, but it is expected to take 2-3 months to conduct the interviews, background, and onboarding processes. Park Engineering will be responsible for general engineering inspections, encroachment permit inspections, utility projects, and Capital Improvement Project inspections, as identified in the FY 2022-2027 Capital Improvement Plan (CIP). As part of the inspection process, they will also work with governmental agencies, property owners, and the public.
The City Engineering Division issued a Request for Qualifications (RFQ) early in 2023 to solicit firms to provide construction inspection services. Six firms submitted a Statement of Qualifications, and two firms were selected, Pakpour Consulting Group and Park Engineering.
The City entered into an Agreement with Pakpour Consulting Group in April 2023 for inspection services for private development projects. This agreement with Park Engineering will provide inspection for all other projects in the City pending the hiring of a permanent Construction Inspector.
Analysis
Park Engineering has performed inspection services for numerous public works agencies and has the personnel with the experience and expertise to successfully complete City inspections. Park Engineering has previously performed on-call and project-specific inspection services for the City, and has provided inspectors with experience managing roadway, bridge, building, water and sewer lines, flood control, landscape, utility, park, signal and lighting, and other public works construction projects for local, regional and state agencies.
FISCAL IMPACT
The proposed Professional Services Agreement with Park Engineering is a not-to-exceed amount of $75,000. General inspection services and encroachment permit inspections will be paid from the General Fund salary savings created by the vacant Construction Inspector position. Further, in an effort to minimize the impact on the General Fund, those inspections related to utility projects within the City, such as Contra Costa Water District (CCWD) and Central Contra Costa Sanitary District (CentralSan) projects, will be billed directly to the utility companies, whereas those inspections related to Capital Improvement Projects will be charged directly to the capital project budget.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

Adopt the proposed resolution authorizing the City Manager to execute a professional services agreement with Park Engineering to provide on-call construction inspection services.
