CITY COUNCIL STAFF REPORT
Meeting Date: January 08, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT ORDINANCE NO. ___ REZONING HOUSING OPPORTUNITY SITES IDENTIFIED IN THE 2023-2031 HOUSING ELEMENT AND
AMENDING PLEASANT HILL MUNICIPAL CODE CHAPTER 18.20 (R – RESIDENTIAL DISTRICTS), INTRODUCING CHAPTER 18.22 (MIXEDUSE DISTRICTS), AND AMENDING CHAPTER 18.50 (USE CLASSIFICATIONS), CHAPTER 18.55 (OFF-STREET PARKING AND LOADING) AND CHAPTER 18.140 (DEFINITIONS)
SYNOPSIS
The City is proposing to rezone specific parcels designated as opportunity sites in the 2023-2031 Housing Element, as well as amend various sections of the City’s Zoning Ordinance (Pleasant Hill Municipal Code (PHMC) Title 18). The proposed amendments include modifications to existing residential zoning district land use and development standards (PHMC Chapter 18.20), and the introduction of new land use and development standards for new mixed-use zoning districts (PHMC Chapter 18.22). Related amendments are also proposed for use classification (PHMC Chapter 18.50), off-street parking and loading regulations (PHMC Chapter 18.55), and definitions (PHMC Chapter 18.140). The proposed ordinance was introduced at a public hearing held on December 18, 2023, at which the City Council provided direction related to parking, and is now submitted for a second reading and consideration for adoption.
DISCUSSION
Building Height, and Required Yards, and Setbacks Diagram At the December 18, 2023 public hearing, City Council noted that the “Building Height, and Required Yards, and Setbacks” diagram, contained in PHMC Section 18.20.040.D and PHMC Section 18.22.040.E, was confusing to understand. Staff reviewed the diagram and is proposing a minor modification to the graphical representation of an “additional side/rear yard area”. The modification is a clarification to the exhibit only, with no substantive change to the proposed governing provisions. The modified diagram is included in the proposed ordinance (Attachment A).
Off-Street Parking and Loading Regulations (PHMC Chapter 18.55) At the December 18, 2023 public hearing, the City Council unanimously moved to introduce the proposed ordinance with one modification: to defer any changes to parking requirements for residential uses (contained in PHMC Chapter 18.55), consistent with General Plan 2040 as part of the comprehensive Zoning Ordinance update. The modified ordinance (Attachment A) reflects this direction.
