A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL TO AUTHORIZE BORROWING $60,000 FROM THE CITY OF PLEASANT HILL GENERAL
FUND TO PAY FOR THE COMPLETION OF THE UPDATE OF THE CITY OF PLEASANT
HILL GENERAL PLAN, HOUSING ELEMENT AND ZONING ORDINANCE
AMENDMENT
WHEREAS, the City started and partially completed a comprehensive update of the General Plan, the 2023-2031 Housing Element, the Zoning Ordinance Amendment to implement both policy actions and necessary environmental review; and WHEREAS, the City wishes to complete the update of the General Plan, Housing Element, Zoning Ordinance Amendment and necessary environmental review for the General Plan Update in compliance with CEQA provisions; and
WHEREAS, the City approved an agreement with Mintier Harnish for Planning and Environmental Services for the Update of the City of Pleasant Hill General Plan, 2023-2031 Housing Element, Zoning Ordinance Amendment and necessary environmental review; and WHEREAS, the City has a General Plan Update Fee that is collected upon issuance of building permits and used to fund this and future updates of the General Plan; and WHEREAS, it is projected that the General Plan Update Fee fund will be exhausted prior to completion of the Update of the City of Pleasant Hill General Plan project; and WHEREAS, the shortfall is currently estimated at $60,000; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pleasant Hill authorizes the City to borrow $60,000 from the General Fund to allow the completion of the Update of the City of Pleasant Hill General Plan, 2023-2031 Housing Element and Zoning Ordinance amendment project and requires the repayment of the sum with a one percent simple interest rate from the General Plan Update Fee Fund and State-awarded Local Early Action Plan (LEAP) Grant funds within two years of this approval.
