TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ACCEPT UPDATE ON CONTRA COSTA TRANSPORTATION

AUTHORITY AND TRANSPAC

SYNOPSIS

The attachments to this report include the CCTA Executive Summary and Board meeting minutes for December 20, 2023, and the TRANSPAC Committee meeting summary minutes for December 14, 2023.

DISCUSSION
Background
TRANSPAC was formed in 1986 to provide the cities of Central Contra Costa County a forum to discuss mutual planning and transportation issues. When Measure C, a countywide transportation proposition, was adopted in 1988, TRANSPAC became the official regional transportation, land use, and housing forum for Central Contra Costa County. The member agencies include Contra Costa County, Clayton, Concord, Martinez, Walnut Creek, and Pleasant Hill.

TRANSPAC meets to discuss transportation-related issues. A Councilmember and a Planning Commissioner represent each jurisdiction. The Chair of the CCTA then submits the actions.

Analysis
An Executive Summary of the actions taken on December 20, 2023, at the CCTA Board meeting is included along with the meeting minutes. The actions taken at the TRANSPAC Committee meeting on December 14, 2023, are included in the attached minutes.

Items related to the City of Pleasant Hill include Vice Mayor Noack being selected as both the TRANSPAC Chair from February 1, 2024, to January 31, 2025, and the primary TRANSPAC representative to the CCTA Board. Ryan McClain was appointed as the primary representative to the CCTA Technical Coordinating Committee (TCC) for the term ending March 31, 2025.
