current pilot projects and planned improvements as part of the Richmond-San Rafael Bridge Forward project.
DISCUSSION: Hisham Noeimi, Director, Programming, provided a brief background and introduced Lisa Klein with the Metropolitan Transportation Commission to present the item.
Ms. Klein provided an overview of the Richmond-San Rafael (RSR) Bridge Access Improvement pilot program, an update from the Bay Area Toll Authority (BATA) Oversight Committee, discussed pilot design for the purpose of reducing congestion and improving the bicycle/pedestrian access, bicycle and pedestrian path usage, success of reducing congestion on Eastbound Interstate 580 through use of a part-time transit lane on the lower deck, incident and safety response, next steps and timeline for the pilot program.
Ms. Klein further discussed considerations for westbound traffic and the potential impacts on congestion and air quality in addition to the cost of converting the third lane to a part-time high-occupancy vehicle (HOV)/bus lane, and summarized that there is a significant cost for improvements, it would need to meet California Environmental Quality Act of 1970 requirements, and that no funding has been identified in BATA’s Capital Improvement Plan for these improvements.
She further discussed the projects that are fully funded with Regional Measure 3 as part of the RSR Forward Project which will include open road tolling, an HOV lane extension, Richmond Parkway improvements, and would help reduce congestion, freeway operations, and air quality in the City of Richmond. However, this doesn’t include structural strengthening as part of the proposed budget for improvements.
Commissioners provided comments. Ms. Klein and David Ambuehl with the California Department of Transportation responded to comments from commissioners.
