CITY COUNCIL STAFF REPORT
Meeting Date: April 15, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION ___-24 AUTHORIZING THE CITY MANAGER

TO EXECUTE A FIRST AMENDMENT TO THE PROFESSIONAL
SERVICES AGREEMENT FOR AN ADDITIONAL $75,000, FOR A
TOTAL DO NOT EXCEED COST OF $150,000 WITH PARK
ENGINEERING, INC. TO PROVIDE ON-CALL CONSTRUCTION

INSPECTION SERVICES

SYNOPSIS
The purpose of this item is to seek authorization to execute a First Amendment to the Professional Services Agreement with Park Engineering, Inc., to perform on-call construction inspection services within the City of Pleasant Hill. These services include general inquiries received by the Engineering Division for various City, utility, and residential projects.

DISCUSSION
Background
The City’s Construction Inspector retired in December 2023, leaving a vacancy in the Engineering Division. The City executed a Professional Services Agreement with Park Engineering, Inc. (“Consultant”) on December 11, 2023, for on-call construction inspection services, which include, but are not limited to, encroachment and utility permit inspections, as well as inspections for Capital Improvement Projects, as identified in the Fiscal Year 2022-2027 Capital Improvement Plan (CIP). This agreement was put in place to provide continuous quality inspection services to our residents and utility partners by augmenting Engineering Division staff during the City’s recruitment process for the vacant City Construction Inspector.

Analysis
The City has expended the funds from the original agreement with Park Engineering, however staff anticipates their inspection services will still be required through the end of June 2024, while the new construction inspector is onboarded. Park Engineering, Inc., has satisfactorily performed all the assigned tasks outlined in the original Scope of Services and has previously performed on-call and project-specific inspection services for the City. Staff recommends extending the contract by executing this First Amendment to the Agreement.

The proposed First Amendment to the Professional Services Agreement increases the compensation by $75,000 to a total not-to-exceed amount of $150,000. General inspection services and encroachment permit inspections will be paid from the General Fund salary savings created by the vacant Construction Inspector position.

FISCAL IMPACT
The proposed First Amendment to the Professional Services Agreement increases the compensation by $75,000 to a total not-to-exceed amount of $150,000. General inspection services and encroachment permit inspections will be paid from the General Fund salary savings created by the vacant Construction Inspector position.

To minimize the impact on the General Fund, those inspections related to utility projects within the City, such as Contra Costa Water District (CCWD) and Central Contra Costa Sanitary District (Central San) projects, will be billed directly to the utility companies, whereas those inspections related to FY 2022-2027 CIP will be charged directly to the capital project budget.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department.

The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Adopt the proposed resolution authorizing the City Manager to execute a First Amendment to the Professional Services Agreement with Park Engineering, Inc., to provide on-call construction inspection services.

ALTERNATIVES TO RECOMMENDED ACTION
None recommended.
